For users logging onto Wi-Fi in a Chinese university dormitory, waiting for a virtual desktop to boot in a county hospital, or — more consequentially — sending a training job through the GPU clusters Chinese internet companies have assembled since 2023, there is a strong chance their data packets pass through equipment built in Fuzhou by a subsidiary of a provincial state-owned electronics group.

For most of its history, that was the entire narrative: a competent, second-tier Chinese networking vendor trailing 华为 Huawei and 新华三 H3C, operating steadily across schools, hospitals, and government bureaus. Then the business shifted. In 2025, Ruijie reported revenue of RMB 14.32 billion, up 22.37% year over year, with net profit attributable to shareholders reaching RMB 696 million, an increase of 21.30%.1 While that appears to be moderate growth for a hardware vendor, the underlying composition of the business was transforming.

The operational shift shows in the sales channels. Direct sales — driven by Chinese internet platforms purchasing data center switches in volume — reached RMB 7.78 billion in 2025, up 43.61%, and crossed a major milestone: 54.36% of total revenue.2 At the time of the company's 2022 initial public offering, direct sales accounted for roughly 30%.3 In three years, a distributor-led enterprise networking business pivoted toward serving as a focused supplier to major hyperscale buyers.

The public market eventually took notice. On July 2, 2026, Ruijie guided first-half net profit to between RMB 600 million and RMB 750 million, representing year-over-year growth of 32.71% to 65.88%, attributing the gain squarely to its "data center switch business for internet customers."4 At the top end of that forecast, six months of 2026 net income would exceed the full-year total for 2025. Having traded as low as RMB 44.04 over the preceding twelve months, the stock reached roughly RMB 118 by early August 2026, pushing its market capitalization near RMB 131.6 billion — approximately 78% above its 200-day moving average.5

The thesis, stated as a question rather than a conclusion. The bullish case holds that in an era dominated by large AI model training, physical network architecture represents a core operational constraint on accelerator clusters, positioning Ruijie as a primary open-architecture supplier competing against vertically integrated incumbents. Industry metrics provide support: citing IDC data for the third quarter of 2025, Ruijie claims the top share position in China for 200G and 400G data center switches, number one in enterprise WLAN shipments, and third overall in Chinese Ethernet switching; Gartner data for the fourth quarter of 2025 ranks the company sixth globally in data center switches and sixth in WLAN.6

The bearish counter-argument lies in the same financial profile. Consolidated gross margin dropped 3.14 percentage points to 35.48% in 2025, while the network equipment segment margin fell 4.33 percentage points to 33.53%.2 Direct sales generate a gross margin of 27.19%, compared to 45.36% for distribution sales.2 Consequently, Ruijie is expanding by selling higher volumes of lower-margin hardware to price-sensitive buyers, relying on third-party silicon in a domestic market where the top three vendors control roughly 84% of total share.3 Expanding revenue under these terms does not automatically create long-term equity value; it requires that volume, operating leverage, and advanced optical technologies offset ongoing price compression.

The customer base, which is broader than the headline suggests. Ruijie operates beyond internet platform accounts. The company supplies public institutions, telecommunications carriers, financial services, education, healthcare, energy, transportation, retail, and manufacturing organizations, citing 国家电网 State Grid, 中国移动 China Mobile, and 腾讯 Tencent among its reference clients, with operations spanning 147 countries and regions supported by eight research and development centers.6 The three major state-owned telecom operators — China Mobile, 中国电信 China Telecom, and 中国联通 China Unicom — remain key institutional buyers through annual centralized procurement tenders. While this broader client base offers commercial stability, its slower growth trajectory explains why hyperscale data center demand dominates current financial performance.

A note on what this company actually sells. In practical terms, a network switch routes incoming data packets to designated destination ports at high speeds without packet loss. In standard enterprise campus environments, switches support hundreds of routine user connections. In contrast, AI data center switches link clusters of high-performance accelerators requiring synchronized, high-volume data exchange, with capacity measured in terabits per second. Industry standard classifications follow port speeds — 100G, 200G, 400G, 800G, and 1.6T — with each generation doubling data throughput per port. Ruijie's strategic pivot centers on shifting product volume from lower-speed institutional campus switches to high-density data center fabrics for cloud platforms.

Fuzhou in the late 1990s was not Shenzhen. It had no Hong Kong border, no Special Economic Zone mythology, and no venture capital to speak of. What it had was 福建实达 Fujian Star Computer — a listed electronics group that built terminals, printers, and PCs, and that in the mid-1990s was one of the most celebrated technology names in the province. Its terminal subsidiary, established in 1996, was profitable and unglamorous.7

The Star Computer story is worth a moment, because it is the negative example that shaped everything Ruijie became. In the mid-1990s the group was a genuine national name — one of the Chinese hardware companies that seemed positioned to matter as personal computing arrived. It then ran into the buzzsaw that flattened most Chinese PC makers of that generation: brutal price competition, thin differentiation, a hardware product whose value was determined by components it bought rather than technology it owned, and management stretched across too many businesses. The lesson the engineers took from watching it up close was not abstract. They had seen what happens to a hardware company that has no defensible layer.

By 1998, the people inside that business could see the arithmetic turning against them. Chinese PC and terminal hardware was heading toward the fate of all standardized hardware: falling prices, shrinking gross margins, and value migrating to whoever owned the operating system or the brand. The interesting question was where value would migrate to. The answer that a group of Star Computer engineers landed on was the switch — the box that decides where a packet goes next.

In January 2000, that answer became a company. The networking operation was organized as 实达网络 Star Networks, and it grew fast: by 2001 the business was doing roughly RMB 450 million in sales.7 The parent restructured around it. 福建星网锐捷 Fujian Star-Net Communication traces its founding to 2000; in 2002, 福建省电子信息集团 Fujian Electronics & Information Group, a provincial state holding company supervised by the Fujian SASAC, invested and became the controlling shareholder.8 The state did not create this business. It arrived, capitalized it, and stayed.

The rebrand that mattered. On February 18, 2003, at a launch event in Fuzhou, the company retired the 实达网络 name and introduced 锐捷网络 Ruijie Networks as the brand for its networking products.7 Later that year, on October 28, 2003, the corporate entity was formally registered, with 黄奕豪 Huang Yihao as chairman and 刘忠东 Liu Zhongdong as general manager.7 Ruijie's own corporate timeline dates the company from 2003.6 Liu Zhongdong is still general manager today, twenty-three years later — a continuity that is rare in Chinese hardware and worth remembering when assessing how much of this company's strategy is institutional versus personal.

The dual-identity question. It is tempting to describe Ruijie as "a state-owned enterprise with private-sector reflexes," and management-adjacent commentary often does. The more precise, less flattering description is that Ruijie sits three layers down: a listed subsidiary of a listed company (星网锐捷, 002396.SZ, itself listed on June 23, 2010) which is in turn controlled by a provincial state group.8 That structure delivers real advantages — balance-sheet credibility, access to government and state-enterprise procurement lists, and political durability in a country where those things are not incidental. It also delivers real costs: two sets of minority shareholders, an ongoing related-party relationship, and a capital allocation process in which the parent's preferences are never absent from the room. Section VII returns to this.

What the parent relationship actually looks like. Star-Net is not a holding shell. It is an operating group with several substantial businesses beyond networking — 升腾资讯 Centerm in terminals and payment devices, 星网视易 Star-Net Vision in entertainment systems, plus intelligence, IoT, and communications units — and in 2025 it reported group revenue of RMB 19.16 billion, up 14.31%, with overseas revenue of RMB 4.32 billion, up 27.36%, across roughly 10,304 employees.8 Ruijie is the largest piece of that group by a wide margin, which creates an unusual dynamic: the parent's own equity story is now substantially a derivative of its subsidiary's. When Ruijie's data center business inflected in 2025 and 2026, Star-Net's shares moved with it. Investors should hold in mind that two listed vehicles, with two sets of minority shareholders, depend on the same operating engine.

The strategic choice that shaped everything after. In the early 2000s, the sensible-looking move for a Chinese networking startup was to chase carrier equipment — the highest-volume, most prestigious segment, where Huawei and 中兴通讯 ZTE were building empires. Ruijie did not. It went instead to the places where global reference designs fit worst: Chinese universities, government bureaus, and hospitals, where the requirements were peculiar, the budgets were fragmented, and Cisco's standard product line solved perhaps 70% of the problem.

There was a second, quieter reason the vertical strategy worked in this specific country at this specific time. Chinese institutional procurement in the 2000s ran on relationships, provincial channels, and a bidding process where a vendor's willingness to send an engineer to a prefecture-level city mattered as much as its datasheet. A Fuzhou company with a state-linked parent could get onto approved supplier lists that a foreign vendor could not, and could staff a support presence at a cost a foreign vendor would never accept. That is not a technology advantage, and it is worth being honest that a meaningful part of Ruijie's early moat was structural and local rather than engineering-derived. The engineering advantage came later, and it came from what the company learned by being in those buildings.

That was not modesty. It was an accurate reading of where a small company could actually win. Competing with Huawei on carrier routing meant competing on R&D scale, and Ruijie had none. Competing on fit meant competing on how fast engineers could get to a customer site and back — and Fuzhou was as close to a Chinese university as Shenzhen was. By 2007 the company had formalized this into what it called a 利基 niche strategy, an explicit decision to win defensible segments rather than contest the middle.6

The niche it picked first turned out to be the single best training ground in Chinese enterprise networking: the university campus.

III. The Enterprise Networking Crucible: Battles in Campus & Wireless LAN (2003–2014) (25 min)

Consider the environment that shaped Ruijie's early market strategy. In 2002, Chinese universities were rapidly wiring student dormitories. Thousands of students, living four to eight per room, shared a single network infrastructure that had to authenticate each user individually, handle complex usage billing, enforce nightly connectivity cutoffs, prevent unauthorized network resale, and manage heavy traffic spikes. Standard commercial networking equipment built for Western corporate offices was unsuited for dormitory networks operating at that density under such strict administrative requirements.

Ruijie's response was a software platform called SAM (Star Authentication Manager), an authentication and billing system designed specifically for campus environments. According to corporate disclosures, the platform prototype was developed in the dormitories of 华中科技大学 Huazhong University of Science and Technology to manage what was then described as the world's largest 802.1X dormitory network.9 Company records state that SAM eventually scaled to serve more than ten million users, establishing itself as a primary operational management platform across Chinese higher education institutions.9

This deployment laid the groundwork for what Ruijie institutionalized as "scenario-based innovation." Rather than selling standardized switches and relying on third-party system integrators to adapt them, Ruijie dispatched field engineers directly to customer sites to observe operational pain points and integrate specialized features into the underlying product. While this approach effectively imposed a higher services cost structure on a hardware vendor, it proved commercially viable because the target environments were highly standardized and repeatable across Chinese universities, public hospitals, and municipal bank branches.

Who Ruijie was actually fighting. The market dynamics of 2000s Chinese enterprise networking dictated Ruijie's tailored approach. Cisco dominated the premium enterprise segment—including central government ministries, major state banks, and flagship infrastructure—backed by its global brand reputation, massive installed base, and ubiquitous professional certification system that standardized Chinese network administration on Cisco syntax. Huawei directed its capital and engineering toward telecommunications carrier infrastructure, where contract values were larger and alignment with state priorities was highest. Meanwhile, the mid-tier enterprise segment was anchored by H3C. Founded in 2003 as a joint venture between Huawei and 3Com, H3C subsequently transitioned to full 3Com ownership, was acquired by Hewlett-Packard, and eventually came under the control of 紫光股份 Unisplendour—a series of corporate ownership shifts that created strategic openings for competitors.

Facing rivals with greater capital, stronger brand equity, and wider distribution networks, Ruijie could not win by competing head-to-head on general-purpose hardware. By focusing on site-specific software integration, the company accepted lower initial shipment volumes per deal in exchange for high customer lock-in: once a university or hospital built its daily operations around Ruijie's management software, displacing the vendor introduced significant operational friction.

Why wireless was the bigger prize. While wired campus switching faced margin pressure from commodity competition, enterprise wireless local area networks (WLAN) presented a higher-value engineering challenge. Chinese institutional facilities are predominantly constructed with thick reinforced concrete and dense physical partitioning, while university lecture halls aggregate hundreds of active wireless devices into single spaces. These structural conditions cause severe co-channel interference—where adjacent access points operating on identical frequencies degrade signal quality—exposing the limitations of hardware designed for Western drywall office layouts. Addressing these high-density environments required specialized antenna engineering, customized radio design, and centralized controller software capable of dynamically managing hundreds of access points simultaneously.

Ruijie targeted these high-density deployment conditions to expand its WLAN market share. Citing IDC market data through the third quarter of 2025, the company maintains that it holds the top rank in Chinese enterprise WLAN shipments—a position it has reported over multiple consecutive years—while Gartner data for the fourth quarter of 2025 places Ruijie sixth globally in total WLAN revenue.6 Achieving a sixth-place global ranking despite negligible market presence in Western enterprise sectors highlights the scale of China's domestic institutional demand.

The economics of the campus business, and why they matter now. Campus enterprise networking has consistently served as a high-margin foundation for Ruijie. Products distributed through its indirect partner network generated a 45.36% gross margin in 2025.2 Because the customer base spans thousands of distinct educational institutions, municipal hospitals, government bureaus, and local bank branches, no single client holds dominant pricing power. Furthermore, customer switching costs remain substantial: after an IT department standardizes its workflows, network configurations, and administrative tooling on Ruijie's software suite, displacing the vendor requires a complex systems overhaul rather than a simple hardware replacement.

By 2013, the operational reputation established in higher education enabled expansion into large enterprise and state-backed accounts; corporate disclosures record key procurement contracts with 中国银行 Bank of China, 中国移动 China Mobile, and 国家电网 State Grid in that year.6 By 2015, Ruijie reported securing a 75.2% market share in the domestic cloud classroom category.6 Through these wins, the company established itself as a primary alternative vendor in Chinese enterprise networking for institutional clients seeking options outside Huawei or H3C.

However, the scenario-based innovation model has structural growth limitations. Tailoring products to distinct industry verticals scales linearly with engineering headcount, requiring dedicated field testing, custom software development, and ongoing technical support for each new market segment. While this approach preserves strong gross margins, top-line expansion eventually plateaus. Financial results illustrate this trajectory: after expanding from RMB 4.28 billion in 2018 to RMB 11.33 billion in 2022, annual revenue stalled, reaching RMB 11.54 billion in 2023 and RMB 11.70 billion in 2024.5 For three consecutive years, overall top-line growth remained virtually flat.

Ruijie's initial effort to overcome this growth ceiling did not originate in Ethernet switches, but rather in a strategic move to replace traditional desktop PCs.

IV. The Cloud Desktop Pivot: Inventing IDV & Dominating Enterprise Virtualization (2012–2018) (25 min)

In a typical Chinese vocational school computer lab around 2012, an administrator faced sixty standalone desktop PCs. Each machine maintained its own hard drive, its own diverging software environment, and a constant vulnerability to configuration errors or student tampering. Maintenance represented the largest recurring IT expense for these institutions, typically falling on one or two administrators who spent working hours manually re-imaging drives.

The established global response to this management burden was virtual desktop infrastructure (VDI), where user desktops run on centralized data center servers and end-user devices function as thin clients. While vendors such as Citrix and VMware built substantial enterprises around VDI, the architecture proved ill-suited for Chinese educational and municipal healthcare facilities. VDI concentrates compute and storage resources on the server side, requiring high-end server hardware and reliable, high-bandwidth network connectivity—conditions that were largely absent in lower-tier Chinese institutions. Additionally, the software licensing costs of Western virtualization platforms imposed heavy strains on local public-sector budgets.

The architectural counter-move. Ruijie addressed these limitations by developing intelligent desktop virtualization (IDV), an architecture that altered the deployment model. Operating system images remain centrally managed and deployed from the cloud, giving administrators unified control over endpoints. However, execution occurs locally on specialized desktop hardware. Rather than relying on a centralized server stack to stream finished computing sessions across an expensive network, IDV distributes configuration instructions from the center while running workloads at the edge. If network connectivity degrades, endpoint operation continues uninterrupted.

For institutions operating under network constraints and strict capital budgets, this structural difference proved decisive. The approach also bypassed Western software licensing stacks, aligning with China's emerging policy emphasis on domestic technology substitution during the 2010s.

Did it work? Measured by category footprint, the strategy succeeded. Ruijie reported the top position in China's cloud desktop market for five consecutive years based on IDC data, while securing a 38.2% market share in the local-compute IDV segment for four consecutive years as of IDC's first-half 2024 report.1011 Cumulative terminal shipments surpassed three million units across more than 50,000 institutional clients, and company disclosures cite nine consecutive years of market leadership in the domestic cloud classroom category according to CCW research.10

And here is where an independent read has to diverge from the company's framing. Market leadership in a niche category does not automatically drive top-line enterprise growth. Ruijie's cloud desktop segment generated RMB 573 million in 2025 revenue, representing a modest 4.43% year-over-year increase—well below the company's overall 22.37% revenue expansion.2 Accounting for roughly 4% of total sales, the segment expanded at a rate comparable to domestic nominal GDP. What was initially positioned as a second operational growth engine has stabilized into a cash-generative, market-leading business within a slowing end market. Chinese public-sector IT expenditures remain constrained, and adoption of PC-replacement architectures has largely matured across target institutions.

From an investment perspective in 2026, the cloud desktop evolution yields two primary conclusions. First, it demonstrated Ruijie's capability to define and capture a specific product category through architectural design rather than pure price discounting. Second, it highlighted the financial ceiling inherent in domestic institutional IT, where market leadership in a specialized segment yields revenues capped in the mid-hundreds of millions of RMB.

The healthcare variation, and why it generalizes. The IDV architecture subsequently expanded into municipal healthcare, where operational constraints shared similar patterns. Regional hospitals operate hundreds of department workstations handling sensitive medical records under strict compliance mandates, where clinicians require rapid desktop login times. Centralized image administration combined with local endpoint processing matched these operational demands, supporting multi-year leadership in healthcare cloud desktops based on CCW data.10 This expansion reinforced a broader operational pattern: Ruijie repeatedly identified segments where Western reference models assumed infrastructure quality that domestic institutional buyers lacked, delivering adapted architectures built for existing operating conditions.

The capital allocation footnote. Ruijie developed its virtualization capabilities entirely through internal R&D rather than external acquisitions, avoiding goodwill accumulation or platform integration risks. While this organic focus reflects disciplined capital deployment, it underscores a management model reliant on internal engineering cycles—a preference that remains untested in scenarios requiring rapid acquisition of external capabilities.

Despite category leadership in virtualization, the revenue cap on institutional IT persisted. Reaching higher growth required competing for buyers purchasing networking hardware not in dozens, but in tens of thousands of units.

V. The AI & Cloud Hyperscale Breakthrough: The 800G Data Center Switch Leap (2018–2024) (35 min)

Around 2018, Ruijie's management confronted an unpleasant projection. The enterprise campus market they led was maturing. Chinese education and government IT spending was flattening. Huawei was pushing harder into enterprise as its carrier and handset businesses came under external pressure. The company could defend its position and grow at single digits, or it could go somewhere with a different growth rate.

The somewhere was the internet data center — and it was, on paper, a terrible idea. The buyers were 阿里云 Alibaba Cloud, 腾讯云 Tencent Cloud, 百度云 Baidu Cloud, and 字节跳动 ByteDance: four organizations with the largest network engineering teams in China, complete willingness to design their own hardware, and a documented practice of extracting the last basis point of margin from suppliers. The gross margins on offer were roughly half what Ruijie earned in campus. And the incumbent relationships were entrenched.

But there was an opening, and it came from software.

Why SONiC changed the game. For most of networking history, a switch was sold as a sealed appliance: the vendor's hardware ran the vendor's operating system, and the customer got what the vendor's roadmap provided. This is why Cisco earned the margins it did for thirty years. Starting in the mid-2010s, the largest cloud operators began to break that bundle apart, standardizing on open network operating systems — SONiC being the dominant one — that run on hardware from many vendors. In practice this means the buyer owns the software layer that encodes their operational knowledge, and the switch underneath becomes a component they can re-source.

For an incumbent with a proprietary software stack, disaggregation is an attack on the business model. For a challenger, it is the removal of the only barrier that mattered. Ruijie could not have out-featured Huawei's network operating system. It did not have to. It had to build hardware that was fast, dense, reliable, and available — and be easier to work with than the alternatives.

Three business models, and why the label matters to margins. Buyers in this market procure hardware in one of three ways, and the distinction drives everything about the economics. In the traditional branded model, the vendor designs and sells a complete system with its own software and support, earning a full margin. In the white-box model, the customer specifies the design and an original design manufacturer builds it as a commodity, earning assembly-level margins. In between sits JDM — joint design manufacturing — where the customer brings the requirements and the vendor brings the engineering, co-developing a system that is neither a catalog product nor a pure build-to-print. Ruijie's hyperscale business runs largely in the white-box and JDM territory, which is precisely why analysis of that revenue puts its gross margin near 20% against traditional lines above 45%.3

That gap is not a failure of negotiation. It is the price of entry. A hyperscaler will not pay branded-system margins for hardware it has specified itself and can re-source, and any vendor that insists on doing so is simply not in the tender. The strategic question is whether JDM work is a permanent margin ceiling or an apprenticeship — whether the engineering intimacy it buys eventually converts into something the customer will pay a premium for.

That "easier to work with" is the part that is hard to see from the outside and probably matters most. Hyperscale buyers do not want a catalog; they want a partner who will build the specific chassis they have specified, in the port configuration they need, on the schedule their data center build demands, and who will send engineers when something fails at 3 a.m. in a facility in Guizhou. Ruijie's decade of sending engineers into university dormitories turned out to be strange but relevant preparation.

The numbers, and what they actually say. The inflection is visible and recent. Data center switch revenue reached RMB 3.96 billion in 2024, up roughly 120% year on year, on volume of more than 87,000 units — up 86.1% — at an average selling price of about RMB 46,000, itself up 18.2%.3 That combination is the important part. Unit volume nearly doubled and average price rose, which is the signature of a mix shift up the speed curve rather than a share grab through discounting.

Then it accelerated. In the first half of 2025, data center switch revenue reached RMB 3.54 billion, up 110.03% — matching the entire prior year in six months — while total revenue rose 31.84% to RMB 6.65 billion and net profit nearly tripled to RMB 452 million.12 By the third quarter of 2025, internet data center switch revenue was running near RMB 1.9 billion in the quarter alone.13

Why AI changed the network's status. Before generative AI, a data center network was engineered for many independent users doing unrelated things, and a certain amount of congestion was tolerable because a delayed web request bothers one person. Training a large model is the opposite workload: thousands of accelerators run the same computation in lockstep, and after each step they must exchange gradients — the intermediate results — with each other before proceeding. The exchange pattern is dense, bursty, and synchronous. If one link congests, every accelerator in the group waits. This is why the industry began describing the network as the determinant of "GPU utilization," and why buyers went from treating switches as a procurement line item to treating them as a design problem with dedicated engineering teams.

Two consequences followed. First, port speed requirements escalated far faster than in the enterprise world, compressing the normal multi-year generational cadence — the 400G-to-800G transition arrived in Chinese AI buildouts within roughly two years of 400G becoming mainstream. Second, buyers wanted more switches per accelerator than traditional architectures required, because AI fabrics are built with dedicated networks for the training traffic separate from the general-purpose network. More switches, faster ports, shorter cycles: for a vendor positioned in the high-speed tier, this is about as favorable a demand structure as hardware gets.

It is also, and this is the part the bull case tends to skip, a demand structure entirely dependent on a small number of organizations continuing to spend at an elevated rate on a technology whose commercial returns are still being established.

Share position, stated carefully. Ruijie's overall Chinese data center switch share was approximately 19.2% in the first quarter of 2025, ranking third; its share in the 200G/400G high-speed tier specifically was 38.1%, ranking first, and roughly 78% of its own data center switch revenue came from that high-speed tier.3 The distinction matters. Ruijie is not the largest data center switch vendor in China. It is the largest in the fastest-growing, most technically demanding part of that market, which is a better place to be — provided the technical lead persists.

The margin arithmetic that the growth headline conceals. Network equipment revenue grew 29.70% in 2025 to RMB 12.52 billion, 87.46% of the company total; network security products contributed RMB 494 million, up 9.20%.2 Consolidated gross profit therefore grew — but more slowly than revenue, because the mix moved toward a segment where the company earns roughly 27 cents of gross profit per sales RMB rather than 45. Independent analysis in July 2026 put white-box and JDM-model data center products at roughly 20% gross margin, against traditional business lines above 45%.3

Two further facts belong in the same paragraph, because together they define the risk. Approximately 90% of data center revenue comes from internet customers, concentrated among the top three — Alibaba, ByteDance, and Tencent.3 And Ruijie booked an inventory write-down provision of RMB 661 million in 2025.2 A company carrying that much inventory risk to serve three buyers with the option to re-source is not in a position of pricing power. It is in a position of operational leverage, which is a different and more fragile thing.

Myth versus reality

  • Myth: Ruijie is China's leading data center switch vendor. Reality: it is third overall in Chinese data center switching, at roughly 19% share, behind Huawei and H3C.3 Its number one positions are in the 200G/400G high-speed tier and among internet-industry customers specifically.332 Those are the fastest-growing pockets and the right ones to lead, but the general claim overstates the position.
  • Myth: Ruijie is the open-architecture alternative and its competitors are closed. Reality: openness was a genuine differentiator when hyperscale disaggregation began, and it opened doors that would otherwise have stayed shut. But it describes a customer-driven industry shift more than a proprietary Ruijie asset, and the incumbents have adapted. Framing open architecture as a moat confuses the reason Ruijie got into the room with a reason it will stay there.
  • Myth: the AI buildout has transformed Ruijie's profitability. Reality: it has transformed Ruijie's revenue growth and left profitability roughly where it was. Net profit of RMB 696 million in 2025 sits against RMB 552 million in 2022, RMB 401 million in 2023, and RMB 574 million in 2024 — a company earning between RMB 400 and 700 million a year through both the stagnant period and the boom, on revenue that rose from RMB 11.3 billion to RMB 14.3 billion.51 The revenue transformation is unambiguous. The profit transformation is, so far, a 2026 guidance item rather than a reported fact.4

So what does the evidence actually support? It supports the claim that Ruijie executed a genuinely difficult transition — from selling through channels to hundreds of institutions, to selling directly to a handful of the most demanding buyers in the world — and that it did so while moving up the speed curve rather than down the price curve. That is real execution, and the doubling of data center switch revenue two years running is not something a vendor achieves on discounting alone.

It does not yet support the claim that Ruijie has built a durable competitive advantage in this market. Volume won on responsiveness and open-architecture compatibility is volume that can be lost the same way. The company's own answer to that objection is that the next round of differentiation will not be about chassis design or service response at all. It will be about light.

VI. Frontiers of Hardware Moats: Silicon Photonics, LPO, and CPO (2024–Present) (25 min)

A surprising reality of modern AI data centers is that a substantial portion of a switch's total power is consumed not by switching packets, but by converting electrical signals into light and back again.

The physical constraint is copper. Beyond a few meters at high data rates, electrical signals degrade past recovery, forcing data centers to move traffic optically. Each optical transceiver—the pluggable module attached to the cable end—traditionally relies on a digital signal processor, a dedicated chip that restores waveform integrity on both ends. Digital signal processors perform reliably, but they draw considerable power. As switching capacity climbed to 51.2 terabits per second and vendors began targeting 102.4 terabits per second, the cumulative power draw and latency from hundreds of these modules shifted from a routine engineering trade-off into a primary facility design constraint.

For AI training specifically, latency imposes a heavy operational tax. Large-model training is inherently synchronous: thousands of accelerators compute simultaneously, exchange intermediate results, and wait for all nodes to finish before starting the next iteration. A delayed packet at any single hop propagates across every synchronization step of a months-long training run. Consequently, network architecture directly dictates the effective utilization rate of expensive accelerator clusters.

Facility operators face a compounding thermal issue. Electricity consumed by optical modules represents energy unavailable for computation, which must subsequently be extracted as waste heat. In server racks where accelerators already push power density to unprecedented levels, every watt saved at the optical interface translates directly to reclaimed cooling capacity. Consequently, optical efficiency has evolved from a component specification into a central system design discipline.

LPO, in plain terms. Linear-drive pluggable optics eliminates the digital signal processor from the optical module, driving the signal directly from the switch chip's serializer-deserializer circuitry. Removing the signal processor eliminates its power allocation, though at the expense of shorter reach and tighter engineering tolerances. This represents a classic hardware trade-off: reduced architectural flexibility and higher integration complexity in exchange for superior energy efficiency—a dynamic that inherently favors vendors capable of co-designing switch systems alongside optical interfaces.

Ruijie began accelerating development in this area by 2024, reporting technical breakthroughs in 400G LPO optical modules.6 At the 2025 China International Optoelectronic Exposition, the company showcased an LPO product suite spanning 400G, 800G, and 1.6T configurations—including the 400G-Q112-DR4-L, 800G-OSFP-DR8-L, 800G-OSFP-2DR4-L, and 1.6T-OSFP-DR8-L—utilizing integrated silicon photonics. Corporate disclosures cited a latency reduction of roughly 50 nanoseconds per port, yielding nearly 200 nanoseconds of latency savings across a four-hop switching fabric.14 While 200 nanoseconds appears negligible in isolation, its cumulative impact across millions of synchronization steps during model training is measurable—though investors should recognize it remains a secondary factor relative to raw compute performance.

CPO, and the honest timeline. Co-packaged optics advances this integration further by mounting optical engines directly onto the same substrate as the switch application-specific integrated circuit, removing pluggable modules entirely and shortening electrical pathways to millimeters. At the 2025 exposition, Ruijie demonstrated a 51.2-terabit CPO commercial interconnect system built on Broadcom's Bailly CPO silicon, delivering 128 ports of 400G FR4 in a four-rack-unit chassis with field-replaceable remote laser modules, 1+1 power redundancy, and 7+1 fan redundancy.14 Decoupling the lasers into hot-swappable units directly addresses a primary operational drawback of CPO: avoiding the need to replace an entire switch chassis if a single laser component fails.

Ruijie has also published research on near-packaged optics combined with liquid-cooled switch chassis, targeting the extreme thermal densities associated with next-generation architectures.15

What management has actually committed to. Capital markets disclosures offer a more grounded perspective than trade-show demonstrations. In investor meetings on March 27 and March 30, 2026, management outlined a phased commercialization schedule: LPO and near-packaged optics solutions were undergoing small-scale trial deployments with commercial launches planned during 2026, while mass production of CPO hardware was projected for the 2027 to 2028 period.16 Executive commentary indicated that 800G switches would become the primary product volume during 2026, noting that sharp price declines in 400G Ethernet hardware during 2025 compressed legacy margins, whereas newly deployed 800G platforms commanded healthier realization.16

This timeline reflects a realistic assessment, crediting management for positioning broad CPO deployment two years out rather than claiming immediate commercial impact. Consequently, as of August 2026, the optical integration thesis remains largely a forward-looking catalyst, with negligible contribution to reported 2025 financials or first-half 2026 guidance.

Who else is running this race. Ruijie does not hold a monopoly on optical innovation. Linear-drive and co-packaged optics represent an industry-wide engineering focus, pursued by silicon providers such as Broadcom, system architectures from Nvidia, Western networking leaders including Arista Networks and Cisco, and domestic rivals Huawei and H3C. Simultaneously, established optical transceiver manufacturers maintain a strong commercial incentive to preserve the modular pluggable ecosystem. Ruijie's viable advantage is focused: it integrates complete switch systems, maintains hyperscale client relationships willing to test novel architectures, and collaborates directly on deployment schedules. This offers a meaningful operational position, though not an exclusive one.

The materiality test. The strategic evaluation centers on whether optical integration represents a core competitive differentiator or a peripheral endeavor. Structural dynamics suggest a core impact: if optical functions transition from external pluggable components into the integrated switch chassis, economic value shifts from module suppliers to system integrators. A vendor capable of unifying application-specific integrated circuits, optical engines, and thermal management captures a larger share of the total system bill of materials while establishing defensible engineering barriers—an advantage commodity Ethernet switching currently lacks.

The corresponding falsification test is straightforward. If Ruijie achieves volume shipments of CPO systems to Chinese hyperscalers by 2028 while competitors remain in qualification phases, the moat thesis gains structural validation. Conversely, if CPO deployment stalls, or if merchant silicon platforms render CPO capabilities universally accessible across Huawei, H3C, and white-box original design manufacturers, Ruijie will have acted as an early integrator of a commoditized technology. Utilizing merchant silicon facilitated rapid entry into hyperscale supply chains, but that same reliance inherent to the model leaves long-term defensibility open to question.

This structural balance points directly to the composition of the shareholder register, and the question of how corporate governance distributes that operational risk.

VII. The ChiNext Spinoff, Corporate Governance & Management Analysis (20 min)

On November 21, 2022, Ruijie Networks listed on the ChiNext board of the 深圳证券交易所 Shenzhen Stock Exchange under the code 301165.17 The offering was 68.18 million shares, roughly 12% of post-issue capital, priced at RMB 32.38, raising gross proceeds of approximately RMB 2.21 billion.1819 The use of proceeds was disclosed with unusual specificity for a Chinese hardware IPO: RMB 954 million for next-generation network communications equipment R&D and industrialization, RMB 343 million for cloud-network convergence solutions, RMB 403 million for a data communications R&D technology platform, and RMB 500 million for working capital.18

Before the listing, 福建星网锐捷 Fujian Star-Net held 255 million shares, or 51% of the company.19 It holds 44.88% today.20 Ruijie remains a controlled subsidiary of a listed parent, which itself remains under provincial state control.

The governance event of 2025. On November 27, 2025, Ruijie disclosed that the concert-party agreement between Star-Net and shareholder 厦门锐进东方 Xiamen Ruijin Dongfang, signed on December 12, 2020 with a 36-month term running from the listing date, had expired on November 21, 2025 and dissolved automatically.20 The company stated the change did not alter its controlling shareholder or actual controller.20

For minority investors, the substantive question is not whether control changed — at 44.88% with a state parent behind it, it did not — but what the expiry does to the incentive structure of the second block. A concert-party arrangement that binds an employee-linked partnership to vote with the parent is a lock-up on governance influence and often, in practice, on selling behavior. Its expiry removes a constraint. Nothing improper has occurred, and no disposal has been alleged; but a shareholder register in which a large aligned block has just become unaligned, in a stock that has roughly tripled off its twelve-month low, is a register worth watching.

Why the spin-off happened at all. It is worth asking why a parent that already had a public listing chose to float its most valuable subsidiary rather than raise capital at the group level. The stated answer is the conventional one: a dedicated listing gives the networking business its own currency for equity incentives, a cleaner investor audience for a pure-play technology story, and direct access to proceeds earmarked for its own R&D roadmap. All of that is true, and the highly specific use-of-proceeds allocation is consistent with it.

The unstated answer is that ChiNext in 2022 valued a fast-growing networking and cloud-infrastructure company far more generously than a diversified Fujian electronics group, and the arbitrage between those two valuations accrued to the parent's shareholders. This is a common and legitimate pattern in Chinese capital markets. It is also the origin of the structural conflict that persists today: the same controlling shareholder now holds a large stake in an entity whose minority investors have interests that will not always align with the group's.

The people. 阮加勇 Ruan Jiayong, born September 1966, holds a doctorate and the title of senior engineer. His career is a straight line through the same industrial cluster: research center director, deputy chief engineer, terminal division general manager and executive deputy general manager at Fujian Star Computer Group, then director, vice chairman and general manager of Star-Net, and now its chairman — as well as chairman of Ruijie.21 He is, in other words, the parent's man, and the same person sits at the top of both listed entities. That is efficient for strategic coordination between Ruijie and its sibling companies. It is also a structural conflict of interest that no amount of independent-director process fully resolves.

Liu Zhongdong, the general manager, is the operating continuity. A doctorate holder who has run the business since its 2003 formation, he has presided over the full arc: campus networking, wireless, cloud desktop, and the hyperscale transition.7 Finance is led by vice general manager 刘弘瑜 Liu Hongyu, with 姚斌 Yao Bin as board secretary; both participated in the online results briefing held on May 14, 2026 alongside Ruan and independent director 黄伟 Huang Wei.22

Incentives, and what they reveal. In September 2025 Ruijie proposed a restricted stock incentive plan, revised in a January 17, 2026 draft, covering 7.95 million shares — 1.00% of share capital — granted to 435 people at RMB 44.82 per share, vesting in three tranches of 30%, 30% and 40% beginning 24 months after grant, over a plan life of up to 60 months.2324 The company-level performance conditions for fiscal years 2025 through 2027 are return on equity, accounts receivable turnover, and net profit growth.23

That choice of metrics is more informative than the quantum. Management could have chosen revenue growth, which is what a company chasing hyperscale volume would naturally emphasize, and which would have been easy to hit. Instead, two of the three conditions — ROE and receivables turnover — are capital efficiency measures, and the third is profit rather than sales. Given that the strategic direction is toward lower-margin business with large customers who pay on their own terms, tying vesting to receivables turnover and return on equity is a defensible piece of internal discipline. Whether the specific hurdle values are demanding is not something an outsider can judge from the summary disclosure.

Where management's credibility holds, and where a skeptic would push. On the positive side: the narrative has been consistent. Management said in 2018 it would pursue data centers; the revenue line now shows it. The R&D commitment has been sustained, with 3,359 R&D staff at the end of 2025 representing 50.28% of employees, of whom 97.74% hold a bachelor's degree or above, including 1,209 master's degrees and 26 doctorates.25 And when margin compression arrived, management explained it mechanically — pricing declines on Ethernet, the 400G-to-800G transition — rather than deflecting.16

On the skeptical side, four items deserve pressing.

First, the 2025 result missed the street badly. Net profit of RMB 696 million came in roughly a third below the consensus analyst estimate compiled ahead of the release.2 A company that grows revenue 22% and still misses profit expectations by that margin has an earnings-quality problem, not a demand problem.

Second, the R&D capitalization change. R&D as a share of revenue fell from 18.74% to 14.57%, and the capitalization rate on development spending dropped from 13.99% to 4.2%.2 The direction here is conservative — expensing more, capitalizing less, which depresses current earnings and is generally a sign of accounting discipline rather than manipulation. But the R&D intensity decline is real and coincides exactly with the shift toward high-volume, low-margin data center business. Investors who value this company on its technology differentiation should track whether that ratio stabilizes or keeps sliding.

Third, the subsidiary and the operating detail. Subsidiary Shanghai Ruishan saw revenue fall 47.45% in 2025 on a customer channel shift.2 Separately, on October 16, 2025, the Foshan Municipal Finance Bureau penalized Ruijie for winning a public tender at the 佛山大学 Foshan University IT operations project in May 2025 and then withdrawing in June citing personnel shortage — a fine of RMB 9,322.50, equal to 0.5% of the RMB 1.85 million contract, plus placement on an adverse-conduct record.20 The fine is trivial. The signal is not entirely: it suggests a company reallocating field engineering capacity away from small institutional contracts, which is consistent with the strategic pivot but carries reputational cost in exactly the government channel that produces the high-margin revenue.

Fourth, the related-party structure. Ruijie shares an industrial ecosystem with its parent and sibling companies, and Star-Net discloses substantial annual related-party transaction authorizations at group level.26 There is no public evidence of impropriety. But an investor should read Ruijie's related-party disclosures each year specifically to check whether procurement, manufacturing, or shared services arrangements with the parent group are moving in a direction that transfers value.

One number that speaks well of the year. Operating cash flow in 2025 was RMB 1.83 billion, up 735.17%.2 For a company whose revenue growth is coming from direct sales to large internet buyers — the classic setup for a working-capital disaster — collecting cash at that rate is the single most reassuring data point in the annual report. Contract liabilities, essentially customer prepayments and undelivered orders, reached a record RMB 536 million at the end of 2025 and rose again to RMB 821 million at the end of the first quarter of 2026.27 Customers are paying in advance. That is not what a squeezed supplier's balance sheet looks like.

The dividend, meanwhile, was set at RMB 5.25 per 10 shares alongside a 4-for-10 bonus share issue.2 Modest cash return, capital retained for the buildout — appropriate for where this company is, and consistent with a state parent that has not, on this evidence, extracted cash at the expense of reinvestment.

VIII. The Playbook: Business & Investing Lessons (20 min)

A single image captures the trajectory of the company: a Ruijie field engineer in a university dormitory stairwell in 2004, laptop balanced on a knee, troubleshooting why an authentication server drops sessions at 11 p.m. as thousands of students log on at once. Two decades later, engineers at the same firm sit in design reviews with network architects from China's largest internet platforms, refining signal integrity on an 800G backplane. The distance between those two settings reflects a strategy built one customer problem at a time.

Beyond the industry specifics, Ruijie's expansion yields five strategic lessons, each accompanied by trade-offs that standard corporate narratives tend to minimize.

One: when the incumbent's moat is software lock-in, your weapon is someone else's openness. Ruijie could not compete directly with Huawei by building a superior proprietary network operating system; the R&D disparity was too wide. Instead, it gained entry to hyperscale data centers because cloud operators chose to disaggregate software from hardware, shifting the purchasing criteria from proprietary software stacks to hardware speed, availability, and cost. Effective counter-positioning often requires waiting for customer-driven industry shifts that an emerging vendor cannot initiate on its own.

The trade-off: openness cuts both ways. In a market built on disaggregated software, every hardware vendor faces the risk of interchangeability. Dislodging an incumbent's software moat does not automatically construct a new one.

Two: win fragmented markets by building the thing nobody wants to build. The Star Authentication Manager (SAM) billing platform for university dormitory networks represented a modest, unglamorous niche. However, it was critical to local administrators and unattractive to global networking vendors, providing an ideal entry point. In institutional markets, the operational gap between global reference architectures and local execution requirements creates defensible ground for localized vendors.

The trade-off: localized, service-intensive customization does not scale without linear headcount expansion, which is why Ruijie's annual revenue sat at roughly RMB 11.5 billion for three consecutive years before the data center business broke the pattern.5

Three: growing into a lower-margin market is a bet on operating leverage, and you should size the bet accordingly. Ruijie's consolidated gross margins declined as hyperscale revenue expanded. This margin dilution is the mathematical outcome of shifting product mix rather than an operational failure. The strategy yields positive economic returns only if gross profit growth and fixed-cost absorption exceed percentage margin compression, and if high-volume relationships eventually support higher-value technological differentiation. In 2025, gross profit expanded, but net profit growth trailed top-line revenue—demonstrating that the leverage thesis remains active rather than proven.

Four: organic capability compounds, but slowly, and the market will not pay you for it until it shows up in revenue. Ruijie developed its virtualization, wireless, and optical technologies through internal R&D rather than acquisitions, preserving a clean balance sheet without goodwill accumulation. However, this approach required multi-year investments in data center capabilities between 2018 and 2023 before financial results reflected the shift, during which public markets valued the company as a static enterprise hardware supplier.

For investors, this pattern indicates that ongoing investments in next-generation optical architectures may yield minimal reported financial impact for several quarters, making it uncertain whether optics will mirror the hyperscale expansion or stabilize into a niche capability.

Five: the value, and the trap, of being the customer's second source. Large internet operators actively cultivate alternative suppliers to avoid single-vendor lock-in and maintain pricing leverage on core infrastructure. Ruijie's early entry into hyperscale accounts benefited from cloud platforms seeking a qualified alternative to market leaders. Serving as a secondary supplier opens procurement doors, but it leaves a vendor vulnerable to substitution unless it develops proprietary capabilities that buyers cannot easily replace—a transition that Ruijie's optical R&D aims to achieve.

The trade-off: secondary-supplier economics remain constrained by primary-market pricing above and white-box contract manufacturing costs below, leaving the vendor with narrow pricing discretion.

The meta-lesson, and the one that generalizes furthest. Across each operational phase, Ruijie traded initial gross margin for customer access, attempting to recover profitability through subsequent engineering iterations. Dormitory management software traded service intensity for an institutional foothold, later monetized through customer switching costs. Intelligent Desktop Virtualization traded conventional server-side architecture for public-sector affordability, establishing category leadership. Current data center manufacturing trades gross margin for shipment volume and engineering proximity to major hyperscalers, leaving the ultimate return on current R&D as the key test over the next three years. This repeated trade-off reflects a deliberate operating methodology, though its success in large-scale data center markets remains unproven compared to earlier institutional niches.

IX. Strategic Analysis: Helmer's 7 Powers & Porter's 5 Forces (20 min)

Frameworks are only useful when they are applied honestly, including where they return an unfavorable verdict.

Hamilton Helmer's 7 Powers

Counter-positioning — real but eroding. Ruijie's open-architecture stance genuinely gave it access to buyers who would not accept proprietary lock-in. But counter-positioning in Helmer's strict sense requires that the incumbent cannot respond without damaging its existing business. Huawei and H3C have both moved to support open network operating systems for cloud customers; the cost of doing so is real but not prohibitive. This is better described as a timing advantage that has been partially captured than as a structural power.

Switching costs — high in the shrinking business, low in the growing one. In campus and cloud desktop, where an institution's IT staff have standardized on Ruijie's management software, switching costs are meaningful and durable. That business is growing at 4%. In disaggregated data center deployments, where the customer owns the operating system and qualifies multiple hardware sources, switching costs are close to nominal. That business is growing at triple digits. The company's switching-cost power is inversely correlated with where its growth is coming from — which is the central structural tension in the equity story.

Scale economies — moderate and asymmetric. Fixed R&D spread across rising port volumes is genuine leverage, and Ruijie's data center unit volumes have roughly doubled twice. But scale in this industry expresses itself most powerfully in component purchasing, and against Huawei's group-level buying power and the volumes of global ODMs, Ruijie is not the scale player.

Process power — the strongest claim, and the hardest to verify. The ability to co-design a chassis to a hyperscaler's specification and deliver on their build schedule is an organizational capability accumulated over years and not easily copied. The evidence supporting it is circumstantial but consistent: unit volume growth alongside rising average selling prices, and share leadership specifically in the highest-speed tier.3 The counter-evidence is that this capability is precisely what a well-run ODM also possesses.

There is a useful comparison available here. Arista Networks built a durable business selling into hyperscale data centers and sustained gross margins far above what Ruijie earns in the same nominal market. The difference is instructive: Arista's differentiation lived substantially in its own network operating system and the automation tooling built around it, which customers adopted and standardized on. Ruijie entered by accepting the customer's software layer. That was the only available entry, and it worked, but it also means the most reliable historical source of margin in this industry is one Ruijie explicitly gave up. Any thesis that Ruijie's data center margins will structurally rise has to explain what replaces software as the thing customers pay for. Management's answer is optical integration. It is the right shape of answer; it is not yet a demonstrated one.

Cornered resource, branding, network economies — absent. Ruijie builds on merchant silicon available to competitors. Its brand carries weight with Chinese institutional buyers but commands no premium with hyperscalers. There are no network effects in switch hardware.

Porter's Five Forces

Threat of new entrants — low. Designing a 51.2T switch system involves signal integrity at frequencies where circuit board traces behave like antennas, thermal loads that require liquid cooling, and optical integration that demands photonics expertise. Capital and talent barriers are high, and the existing three-vendor concentration reflects that.

Buyer power — extreme, and rising with the mix. Roughly 90% of data center revenue comes from internet customers concentrated in three names.3 These buyers qualify multiple suppliers by policy, run competitive tenders, and can specify hardware precisely enough to make vendors substitutable. The 27.19% direct-sales gross margin is the quantified price of that power.2 In the enterprise channel, buyer power remains low and the 45.36% margin reflects it.2

Supplier power — very high, and the sharpest risk. Ruijie's high-end switches depend on merchant switch silicon from Broadcom and Marvell, and its CPO demonstration ran on Broadcom's platform.14 This is a strategic dependency on American semiconductor suppliers in a policy environment where export controls on advanced computing hardware have repeatedly tightened. Management's behavior is telling: at the May 14, 2026 results briefing, the company explained rising prepayments as an effort to lock in supply of core chips and materials amid a tight global semiconductor supply chain.22 Paying cash up front to secure components is what a firm does when it does not control its inputs.

Threat of substitutes — low. Ethernet has consolidated its position as the interconnect for AI training fabrics against InfiniBand, and the direction of industry standardization favors Ethernet further. The substitution risk is not to Ethernet; it is to pluggable optics, which is precisely what the LPO/CPO investment addresses.

Rivalry — extreme. Huawei held the number one position in China's campus switch market for full-year 2025 on IDC data.28 Across the Chinese Ethernet switch market as a whole, Huawei runs roughly 35–40%, H3C roughly 32–35%, and Ruijie roughly 14–15%, with the top three at around 84% combined.3 Star-Net group disclosure confirms the number three position on 2025 IDC data.29 ZTE and 浪潮 Inspur compete alongside them. This is a market with three strong players, no fragmented tail to consolidate, and a customer base actively working to keep all three hungry.

The composite reading: Ruijie occupies a strong operating position with a weak structural one. It executes well in a market whose economics are set by its suppliers and its customers.

X. Stress Test: Bull vs. Bear Case & Key Risk Radar (15 min)

The risk radar, ranked by what would actually hurt

Supply chain and export controls. The dependency on Broadcom and Marvell silicon is the single largest exogenous risk, and it is not hedgeable by the company. A tightening of controls covering high-end switch ASICs would not merely raise costs; it would remove Ruijie's ability to compete at the top of the speed curve until domestic alternatives matured. The prepayment behavior already visible in the balance sheet is the company managing an acute version of this risk.22

Hyperscaler capex cyclicality. Management guided to roughly 20% growth in customer capital spending for 2026.16 The direction is favorable. The concentration is not. Three buyers making annual budget decisions now drive the majority of Ruijie's revenue growth, and AI infrastructure spending has historically arrived in waves rather than trends. A single deferred build cycle at one major customer would be visible in a quarter.

There is a partial offset worth naming. China's domestic-substitution policy push has produced local switch silicon programs, and a sustained tightening of foreign supply would accelerate their adoption. But substitution is not a free hedge: domestic alternatives at the leading edge of switching capacity have not demonstrated parity, and a forced migration would cost Ruijie exactly the high-speed-tier leadership that constitutes its current advantage. The realistic framing is that export controls would compress the whole domestic industry's capability, hurting Ruijie's competitors too — which is cold comfort for a shareholder who owns one of them.

Price erosion. Management's own characterization is that Ethernet pricing declined significantly in 2025 and that the 400G-to-800G transition compresses margins on the outgoing generation.16 The first-quarter 2026 gross margin of 35.70%, down 1.79 percentage points year on year, shows the pressure continuing — though at a decelerating rate.30

Inventory and working capital. The RMB 661 million inventory provision in 2025 quantifies what happens when a company builds ahead of demand in a market with fast product transitions.2 This is a recurring, structural risk in this business model, not a one-time event.

Governance and complexity. The dual-listed parent-subsidiary structure, the shared chairman, and the expiry of the concert-party arrangement together comprise a governance profile that would attract activist attention in a Western market and attracts limited scrutiny in this one.

The bear case

Ruijie is a squeeze in progress. It buys its most critical component from two American suppliers with pricing power and geopolitical exposure, and sells to three Chinese platforms with monopsony power and internal hardware teams. The middle of that sandwich is where margins go to die, and the trend is already established: consolidated gross margin down more than three points in a single year, network equipment margin down over four.2 The high-margin businesses that historically funded R&D are stagnant — cloud desktop growing 4.43%, channel sales growing roughly 4%.23 R&D intensity is falling. The moat that produced the good margins is around a business that no longer grows, and the business that grows has no moat.

Meanwhile, Huawei retains the ability to price aggressively in campus and wireless to defend its domestic share, and holds the number one campus switch position already.28 And the valuation now embeds a great deal: at roughly RMB 131.6 billion of market capitalization against RMB 696 million of 2025 net profit, the stock is priced on 2027 or 2028 outcomes, not 2026 ones.51 A single missed hyperscale qualification, or one customer moving a program in-house, would reprice it hard.

The bull case

The counter-argument is that the bears are analyzing the margin percentage and ignoring the absolute profit pool. Ruijie is converting a stagnant RMB 11.5 billion business into a growing one, and the operating results show it: 2025 revenue up 22.37%, first-quarter 2026 revenue up 18.26% with net profit up 14.59%, and first-half 2026 net profit guided to grow between 32.71% and 65.88%.1304 Non-GAAP first-half profit was guided to RMB 585–735 million, up 35.27% to 69.96% — growing faster than reported profit, which means the improvement is operational rather than one-off.4

The quality indicators support the story. Operating cash flow up more than sevenfold, record contract liabilities of RMB 821 million, and unit volumes rising alongside average selling prices are not the signatures of a vendor buying share.2273 Overseas sales reached 18.57% of 2025 revenue, with the first three quarters of 2025 up 47.81% to RMB 1.84 billion — a second growth vector with better margin potential, supported by the company's stated business coverage across 147 countries and regions and eight R&D centers.31136

And the technology bet, if it lands, changes the structural verdict rather than merely the growth rate. If optics integration shifts value from module vendors into the switch system, and Ruijie is among the first to ship LPO at scale and CPO in the 2027–2028 window, then the company acquires exactly the kind of hard-to-copy integration advantage it currently lacks.1614

There is a further point in the bulls' favor that the margin debate obscures. The composition of Ruijie's growth changed character between 2024 and 2025 in a way that suggests capability rather than opportunism. In 2024, the story was volume: unit shipments up 86%, revenue up 120%.3 In 2025 and into 2026, the story became qualification depth — internet data center revenue growing while the company simultaneously demonstrated CPO systems and shipped LPO into trials.1314 Vendors that win purely on price do not get invited into a customer's next-generation architecture discussions. Being present in those conversations is not proof of a moat, but it is the necessary precondition for building one.

The activist's questions

A skeptical concentrated investor would ask four things, and none of them are unanswerable — which is the point of asking them. Why does a company with a state parent and a shared chairman need a separate listing at all, and what is the plan if the parent's and the subsidiary's capital priorities diverge? What exactly are the vesting hurdle values in the incentive plan, and would they have been met on 2025's actual results? Why did R&D capitalization drop so sharply in the same year that R&D intensity fell four points — is that conservatism or a margin defense? And what is the contingency if a top-three customer's volume goes to zero, given that inventory provisions already ran at RMB 661 million with all three engaged?223

XI. KPIs to Track & Conclusion (10 min)

A Chinese networking equipment vendor publishes a vast amount of quarterly operational data: unit shipment volumes, product releases, procurement tender wins, IDC and Gartner market share rankings, and patent filings. Yet almost none of these metrics alters the fundamental analytical question: will the business Ruijie is becoming generate higher economic returns than the business it is leaving behind? Most quarterly noise can be set aside. Three operational metrics matter.

One: data center switch revenue share, and within that, the 800G product mix. This single metric captures both the primary growth engine and the customer concentration risk. Ruijie discloses data center switch revenue and direct sales to internet platforms in its regular reports. The expansion of direct sales from roughly 30% of total revenue at its initial public offering to 54.36% in 2025 quantifies the operational shift.32 Investors should track whether 800G switch deployments ramp according to management's 2026 schedule, as 800G platforms command higher price realization than the 400G products they replace.16 Revenue expansion driven by an upward product mix shift reflects a far stronger business model than growth achieved through volume alone.

Two: consolidated gross margin, evaluated against direct-sales expansion. Consolidated gross margin moved from 38.62% in 2024 to 35.48% in 2025 before recording 35.70% in the first quarter of 2026—a trajectory showing signs of stabilization.3230 The core question is not whether margins compress as hyperscale direct sales expand; mathematical mix dilution makes that inevitable. The critical test is whether margin compression levels off. If gross margin stabilizes in the mid-thirty percent range while direct sales increase their top-line contribution, Ruijie will have demonstrated that it commands value for its engineering integration rather than competing strictly on volume. Conversely, if gross margins slide toward the high twenty percent range, the bearish thesis is validated, signaling a commodity hardware assembly business operating under severe buyer power.

Three: R&D intensity and optical commercialization milestones. Research and development spending fell to 14.57% of revenue in 2025 from 18.74% previously, serving as a primary indicator of whether advanced optical integration is being actively funded or quietly scaled back.2 This financial metric should be measured against management's explicit commercial timelines: commercial deployment of linear-drive pluggable optics and near-packaged optics during 2026, followed by mass production of co-packaged optics platforms between 2027 and 2028.16 These represent specific, verifiable commitments; schedule slippage should be evaluated as meaningful structural data rather than routine operational delay.

What deliberately omitted metrics signify. Overseas revenue remains a helpful secondary indicator, but at under 20% of total sales, international expansion cannot alter consolidated earnings outcomes in the near term. Enterprise wireless LAN market share provides reliable cash flow and brand reputation, but does not drive strategic transformation. Cloud desktop virtualization functions as a mature, cash-generative annuity. Finally, headline revenue growth alone represents the least informative metric disclosed, as top-line volume in commoditized hardware tenders can readily be expanded through price concessions.

The strategic synthesis. By mid-2026, Ruijie Networks effectively operates as two distinct businesses within a single corporate entity. The legacy business is a mature, high-margin enterprise networking and cloud virtualization provider holding established market share and strong customer lock-in, expanding at low single-digit rates. The emerging business is a rapidly growing, lower-margin hyperscale data center switch supplier, constrained by semiconductor vendors above and powerful cloud buyers below, which has doubled revenue across consecutive periods to generate the majority of total sales. The legacy institutional business funded the hyperscale expansion; the hyperscale business now dictates future equity value.

The analytical challenge lies in resisting simple binary conclusions. Ruijie accomplished an operational feat that few hardware challengers achieve: securing entry into the core infrastructure supply chains of hyperscale platforms that systematically favor scale and internal co-design, while simultaneously shifting product mix toward higher-speed, technically demanding switch architectures. However, securing supply chain access is not identical to capturing long-term economic profits. In hardware manufacturing, high shipment volume without pricing power creates an operational treadmill that consumes capital while generating top-line growth indistinguishable from strategic progress.

Corporate disclosures suggest executive management recognizes this structural reality. Selecting return on equity and accounts receivable turnover as core incentive hurdles during a period when volume expansion offered an easier target, expensing R&D development costs rather than capitalizing them as product margins compressed, and establishing realistic, multi-year commercial timelines for co-packaged optics deployment reflect disciplined corporate governance. While managerial discipline does not guarantee strategic success, these structural choices provide more meaningful signal than single-quarter margin fluctuations.

The defining element of Ruijie's strategy is its explicit plan for optical integration: leveraging the volume and engineering access gained through Ethernet switch manufacturing to develop proprietary optical integration capabilities, attempting to transform an operational position built on customer responsiveness into a defensible advantage grounded in advanced hardware physics. This strategy is articulated consistently across regulatory filings and investor presentations, supported by technical demonstrations and specific commercialization targets.

Simultaneously, this strategy remains unproven, dependent on foreign semiconductor suppliers, and priced into equity valuations that assume successful execution. An evaluation of Ruijie Networks ultimately depends on whether an investor views its current hyperscale footprint as a low-margin commodity trap or as the necessary operational foundation for next-generation optical integration.
