The scale of the business is immense. In 2025, CRRC reported revenue of RMB 273.06 billion — roughly US$38 billion — up 10.79% year-on-year, with net profit attributable to shareholders of RMB 13.18 billion.1 To put that volume into global context, Alstom, the largest Western rolling-stock manufacturer, reported sales of €19.2 billion in its fiscal year ended March 2026.2 Wabtec, the leading North American freight-locomotive producer, generated US$11.17 billion in 2025.3 Siemens Mobility operates at roughly €12–13 billion annually.4 CRRC is larger than any of these international peers by a wide margin, having built that position within a single generation.

Yet sheer volume is only the surface of the story. The central tension lies in the structural paradox underneath.

CRRC manufactures more rolling stock than any competitor globally, equipping a high-speed network that passed 48,000 route-kilometres at the end of 2024 — representing roughly 70% of the world's total — and continues to expand toward a 2030 target of 60,000 kilometres.5 Yet on RMB 273.06 billion of revenue, CRRC generated a weighted average return on equity of 7.70% in 2025.6 For a commercial enterprise of such scale, a 7.70% equity return underscores how public service obligations constrain private capital efficiency.

This outcome is structural rather than managerial, driven by conditions on two fronts. Domestically, CRRC supplies a virtual monopsony: 中国国家铁路集团 China State Railway Group (国铁集团) is the primary buyer of mainline rail equipment in China, dictating technical specifications, procurement volumes, and contract pricing. Internationally, CRRC's cost advantages encounter steep geopolitical and regulatory hurdles: U.S. legislation prohibiting federal transit funding for Chinese state-owned rolling stock manufacturers, and European Foreign Subsidies Regulation enforcement invoked against a CRRC subsidiary in 2024.

The central thesis is that CRRC serves as the most complete industrial expression of Chinese state capitalism in the transport sector. It is vertically integrated to a degree no Western competitor can match and scaled beyond historical industry norms, yet structurally prevented from translating those scale advantages into the capital returns private owners would demand. That dynamic is not a reflection of engineering limitations, but a structural consequence of the company's core mission.

II. Lineage & The Split: From Qing Dynasty Repair Shops to Dual Champions (1881–2004)

The first industrial railway workshop in China was set up in 1881 at Tangshan, in Hebei province, to serve a nine-kilometre colliery line hauling coal to a canal. The empire it belonged to was in decline; the technology was foreign; the ambition was modest. What matters for the story is not the romance of that origin but the institutional shape it eventually took. Through the Republican period, the Japanese occupation, the civil war, and the founding of the People's Republic in 1949, China's locomotive works were consolidated, nationalised, and absorbed into a single ministry.

That ministry — the 铁道部 Ministry of Railways — became one of the most unusual institutions in the Chinese state. It wrote safety rules, operated trains, owned the tracks, maintained its own police force and court system, and owned the manufacturing plants that produced its rolling stock. In Western terms, imagine if a single entity combined the roles of the U.S. Department of Transportation, Amtrak, the Federal Railroad Administration, and General Motors' locomotive division, while setting internal transfer prices between them.

For a nation rebuilding after industrial collapse, that vertical integration provided clear advantages: resource allocation by fiat and standardisation by decree. For an industry aiming to develop globally competitive products, however, it contained a fundamental flaw: the absence of a market signal. With the customer, regulator, and manufacturer existing as one entity, internal transfer pricing concealed true product performance and cost. Facilities in Datong, Dalian, Zhuzhou, Qingdao, and Changchun produced according to state plans, delivered to set quotas, and had little structural incentive to innovate.

By the late 1990s, during the broader 国有企业改革 state-owned enterprise reform initiative across Chinese industry, the State Council acted to introduce synthetic competition. In 2000, manufacturing assets were carved out of the Ministry of Railways and divided into two state-owned conglomerates along regional lines. Southern facilities — including Zhuzhou in Hunan, Qingdao Sifang in Shandong, and Nanjing — were grouped into 中国南车 CSR. Northern facilities — including Changchun in Jilin, Dalian in Liaoning, Datong, and Tangshan — formed 中国北车 CNR. Both entities remained headquartered in Beijing under direct state ownership.

This restructuring established a controlled experiment in state-guided competition. CSR and CNR inherited comparable technology, identical state ownership, and the same political oversight, selling exclusively to a single buyer. Neither firm faced bankruptcy risk or foreign acquisition; performance on state contracts served as the primary measure of success.

The model achieved the state's immediate objectives. Throughout the early 2000s, CSR and CNR competed aggressively for Ministry contracts. Both expanded production capacity ahead of demand to secure larger procurement allocations, compressed delivery timelines to satisfy scoring criteria, and reduced unit production costs. The operational habits developed during this period — rapid capacity expansion, aggressive cost containment, and disciplined delivery execution — established the scale advantages that would later surprise international incumbents.

Yet the experiment carried a structural flaw that would take a decade to manifest. CSR and CNR competed for allocations of a fixed quota set by a monopsonist buyer rather than for open-market customers. This environment incentivised price and volume competition while failing to cultivate pricing power, product differentiation, or margin discipline. When both firms eventually expanded overseas without a central coordinator to allocate contracts, price undercutting became their primary competitive tool — a dynamic that ultimately proved costly for Beijing.

For investors, this heritage explains a persistent feature of CRRC's financial profile. The enterprise was designed as an instrument of state infrastructure capacity rather than a vehicle for maximizing capital returns. Manufacturing plants were sited to support regional employment as much as supply-chain logistics, and production schedules were aligned with national development plans rather than market demand signals. The operational scale, execution speed, and cost structure that define CRRC descend directly from this historical mandate, as do its capital efficiency constraints.

What transformed this domestic duopoly into a global rail manufacturing force was a decision taken in 2004, driven by a pivotal shift in state strategy under an ambitious railway ministry.

III. The High-Speed Railway Boom, Western Tech Transfers, & The Grand Re-Merger (2004–2015)

In 2004, 刘志军 Liu Zhijun, China's Minister of Railways, initiated a strategy that fundamentally altered the global rail market. China planned to build a vast high-speed network, but rather than importing finished trainsets or relying entirely on unproven domestic technology, the ministry set out to acquire the technology required to build them locally.7

The procurement strategy rested on two explicit conditions. Foreign suppliers seeking to bid on high-speed trainset contracts had to transfer core manufacturing technology to a Chinese partner and allow the finished trains to be sold under a domestic brand.8 In exchange, foreign manufacturers gained access to the world's largest rail expansion program, though the price of entry was their proprietary intellectual property.

Recognising that refusing to participate meant surrendering market share to rivals, international vendors agreed to the terms. 川崎重工業 Kawasaki Heavy Industries partnered with CSR's Qingdao Sifang facility, transferring designs and manufacturing protocols based on its Shinkansen E2-1000 platform to create the CRH2. Siemens supplied its Velaro platform for the Beijing–Tianjin line, which became the CRH3. Alstom transferred its Pendolino technology to CNR's Changchun plant for an initial order of 60 trainsets designated CRH5. Bombardier, operating through a long-standing joint venture with Sifang, adapted its Regina platform into the CRH1, delivering 40 trainsets starting in 2006.9

Chinese manufacturers moved quickly from assembly to absorption. Under strict localisation targets set by the Ministry, CSR and CNR spent the late 2000s qualifying domestic suppliers, re-engineering production lines, and integrating local supply chains. Crucially, the extreme operating conditions of China's expanding network accelerated this learning process. Trainsets covering half a million kilometres annually generated operational data and failure logs at a volume far exceeding what foreign manufacturers could gather in laboratory settings or on smaller domestic networks.

While technology transfers established the baseline design capabilities, operational scale drove the steep learning curve. By the time the 和谐号 Harmony series dominated domestic mainlines and the indigenous 复兴号 Fuxing platform was introduced in the late 2010s, CSR and CNR had accumulated a depth of real-world running data that foreign incumbents could not match.

The risks of rapid expansion surfaced on 23 July 2011 near Wenzhou, Zhejiang province, when a high-speed train collided with a stalled train on a viaduct, killing 40 people and injuring at least 192. The official investigation released that December cited severe design flaws in the signalling control equipment at Wenzhou South station, alongside management failures. Investigators also concluded that the Ministry of Railways had bypassed procurement rules and technical safeguards, allowing flawed equipment into operation. Fifty-four officials were disciplined, including a former railway minister.10

Because the disaster stemmed from signalling and dispatch failures rather than rolling-stock defects, it did not diminish manufacturing operations directly, but it destroyed the administrative authority of the Ministry of Railways. Liu Zhijun had already been dismissed on corruption charges earlier in 2011, and in 2013, the central government dissolved the Ministry entirely. Regulatory oversight was assigned to the Ministry of Transport and the National Railway Administration, while commercial assets were transferred to a state-owned enterprise later restructured as 中国国家铁路集团 China State Railway Group. CRRC's principal customer was no longer a government ministry setting policy, but a commercial entity with debt obligations, operating expenses, and a clear incentive to bargain on procurement pricing.

Simultaneously, unrestrained competition created friction abroad. Encouraged to pursue international growth, CSR and CNR relied heavily on aggressive price discounting. Throughout 2013 and 2014, the two state-owned champions repeatedly competed against one another in foreign tenders. Lacking private shareholders demanding profit margin thresholds, their bidding wars drove contract prices down significantly, effectively transferring state resources to overseas buyers while eroding export profitability.

To halt this mutual undercutting, Beijing orchestrated the largest industrial merger in Chinese history. Shareholders of both manufacturers approved the combination in late December 2014.11 Under the terms of the transaction, each CNR share was exchanged for 1.10 CSR shares, leading to CNR's delisting.12 The merged enterprise, 中国中车 CRRC Corporation Limited, listed on the Hong Kong Stock Exchange on 1 June 2015[^13] and resumed trading on the Shanghai Stock Exchange on 8 June, opening at RMB 32.40 and hitting the 10% daily price limit on its debut.13 With an initial valuation of approximately US$26 billion, CRRC became the world's largest rolling-stock manufacturer by a factor of two.14

The economic impact of the merger differed from its official rationale. While state planners highlighted supply-chain scale, consolidated research and development, and a unified export brand, the primary financial outcome was more specific: it eliminated the destructive price competition between state assets in overseas markets. However, the merger failed to confer domestic pricing power, as China State Railway Group retained its monopsony leverage over procurement volumes and pricing. Nor did it secure durable pricing power abroad, where CRRC's primary challenge was not domestic rivalry, but growing international resistance to state-backed competition.

By consolidating CSR and CNR, Beijing resolved the immediate friction of internal bidding wars. Yet as CRRC turned outward as a unified national champion, a far more complex barrier was taking shape across Western markets: rising regulatory scrutiny and trade protectionism aimed directly at state-subsidised industrial scale.

IV. Industry Anatomy: Monopsony Dynamics & Global Rolling Stock Competition

Every year, China State Railway Group publishes tender documents for electric multiple units, locomotives, freight wagons, and overhauls. Those documents serve, functionally, as CRRC's revenue forecast. The business relies on no sales force to persuade a fragmented customer base; it builds to a centralized procurement schedule.

This structural reality dominates the investment case. While a monopoly is a single seller capturing value through pricing power over many buyers, a monopsony is a single buyer capturing value in reverse over suppliers. CRRC operates in the unusual position of a near-monopoly seller facing a near-monopsony buyer. In such market structures, economic surplus is dictated by relative bargaining power—and bargaining power here is determined by state priorities.

Those priorities favor the buyer. China State Railway Group carries substantial debt accumulated across two decades of infrastructure expansion. Annual railway fixed-asset investment reached a record RMB 850.6 billion in 2024, up 11.3% year-on-year, pushing the national network past 165,000 route-kilometres by the end of 2025.1516 An operator managing a capital structure of that scale has an institutional mandate to contain equipment costs, alongside the political leverage to enforce it. CRRC cannot walk away from bids, raise prices unilaterally, or diversify its core domestic customer base, given the absence of a secondary mainline railway network in China.

In exchange for constrained pricing power, CRRC gains unmatched operational visibility and capacity utilization. The company ended 2025 with an order backlog of approximately RMB 357.1 billion, having signed about RMB 346.1 billion in new contracts during the year.17 Representing more than a full year of committed revenue, this volume allows manufacturing facilities to operate near full capacity, amortize fixed costs across long production runs, and maintain predictable working capital cycles. Consistent utilization provides a major advantage in heavy manufacturing, contrasting with Western peers like Alstom, which reported an adjusted EBIT margin of 6.1% in fiscal 2025/26—down 30 basis points due to execution challenges despite record order intake.2

Simultaneously, domestic demand dynamics are shifting. As construction of China's trunk high-speed rail lines slows, growth in new-build trainsets naturally decelerates. However, the installed fleet of thousands of trainsets delivered since 2008 has entered an intensive maintenance cycle. Chinese railway standards categorize overhauls by severity; deep third- and fourth-level maintenance (三四级修), as well as fifth-level rebuilds, operate as full remanufacturing programs where trainsets are stripped to the frame to replace traction systems, bogies, and passenger interiors.

Policy directives have accelerated this maintenance cycle. The State Council's March 2024 action plan on large-scale equipment renewal (大规模设备更新) established a nationwide framework to modernize industrial and transport hardware.[^19] In September 2024, the National Railway Administration mandated the phased retirement of older diesel locomotives, requiring them to exit service in key regions by late 2027 and nationwide by 2035—a significant requirement given that China State Railway Group owns roughly 94% of the domestic diesel locomotive fleet.18 Demonstrating this shift, the operator tendered fifth-level overhauls for 509 trainsets in August 2024, leading to CRRC securing RMB 28.46 billion in high-level maintenance contracts.19

This aftermarket expansion represents a distinct business line rather than a simple extension of new-build manufacturing. Overhaul contracts yield higher margins because the customer has few operational alternatives. A 复兴号 Fuxing trainset built by CRRC with proprietary traction converters and bogies requires specialized manufacturer support to rebuild. While new-build tenders invite price competition against baseline technical specifications, overhaul contracts are sole-sourced against an installed fleet. This dynamic provides CRRC with its strongest domestic switching-cost leverage.

However, because this maintenance demand is policy-driven, it remains subject to policy adjustments. A replacement cycle mandated by administrative plan lacks the commercial permanence of market-driven fleet economics, meaning procurement timelines can be altered if fiscal priorities shift. The maintenance expansion provides a substantial, but administratively determined, operational tailwind.

Beyond China's borders, the competitive structure reverses. Although CRRC's revenue exceeds that of Alstom, Siemens Mobility, and Wabtec combined, those three vendors control the majority of developed market share while CRRC faces systemic access barriers. Alstom expanded defensively after the European Commission blocked its proposed merger with Siemens Mobility in 2019—a transaction both firms had justified as necessary to counter state-backed Chinese competition.20 Alstom subsequently acquired Bombardier Transportation in January 2021,21 ending fiscal 2025/26 with a backlog exceeding €104 billion and annual order intake of €27.6 billion.2 Siemens Mobility focuses on high-margin signaling, automation, and software solutions, maintaining a backlog of roughly €52 billion.4 In North America, Wabtec leads heavy-haul freight following its 2019 merger with GE Transportation, generating US$11.17 billion in revenue and US$1.76 billion in operating cash flow in 2025.3 Specialized niche suppliers such as Stadler Rail and CAF fill European regional transit requirements.

These international competitors benefit from customer diversification, serving dozens of national rail operators and municipal transit agencies that negotiate contracts independently. This market fragmentation allows vendors like Wabtec to exercise pricing power and enables Siemens Mobility to achieve higher operating margins on lower total volume. CRRC maintains a manufacturing cost advantage, but its concentrated customer structure limits domestic margin expansion.

This structural divide leads directly to an examination of CRRC's product portfolio and segment earnings breakdown.

V. Segment Breakdown & Financial Engine: The 4-Pillar Revenue Split

Headline revenue figures suggest CRRC is a rolling-stock manufacturer expanding into adjacent industrial sectors. A closer examination of segment disclosures reveals a more nuanced reality: CRRC remains a traditional rail equipment manufacturer whose core earnings are concentrated in rolling stock, paired with a fast-growing equipment division that dilutes group profitability.

The core driver remains 铁路装备 Railway Equipment—encompassing locomotives, passenger coaches, high-speed trainsets, freight wagons, and overhaul services. The segment generated RMB 123.61 billion in revenue in 2025, up 11.9% year-on-year, with gross margin expanding 0.97 percentage points to 25.69%.1 Generating roughly 45% of group revenue, the division produces well over half of group gross profit. Electric multiple units (EMUs) represent the largest product line: in the first half of 2026, EMU revenue reached RMB 40.01 billion, compared with locomotives at RMB 10.70 billion, freight wagons at RMB 9.35 billion, and passenger coaches at RMB 6.86 billion.22

In heavy equipment manufacturing, selling to a monopsony buyer typically compresses profit margins as the purchaser exerts pricing power. Yet CRRC's railway equipment gross margin expanded. This gain has been driven primarily by product mix: high-margin overhaul and maintenance services represent a growing share of segment revenue, offsetting price discipline on new trainset orders. Disclosed major contract data supports this shift: of roughly RMB 51.64 billion in major contracts signed between April and June 2026—representing about 18.9% of full-year 2025 revenue—new-build EMU contracts accounted for RMB 12.65 billion, while EMU maintenance contracts contributed RMB 8.59 billion. Freight wagons added RMB 10.04 billion, and locomotive manufacturing and maintenance comprised RMB 5.75 billion.23 Maintenance volume has reached a scale capable of lifting overall segment profitability.

The second pillar, 新产业 New Industry—encompassing wind turbines and blades, energy storage, power semiconductors, industrial motors, and marine drive systems—generated RMB 103.12 billion in 2025, up 19.39% year-on-year, at a gross margin of 16.46%.1 Accounting for nearly 38% of group revenue, the segment demonstrates that CRRC extends beyond traditional railway hardware.

The industrial rationale reflects technological overlap. Manufacturing high-speed trainsets and wind turbine nacelles requires shared core capabilities: high-power electrical machinery, gearboxes, power electronics, composite structures, and complex systems integration under harsh operating conditions. CRRC expanded into wind power as a direct application of its traction engineering. The segment achieved significant operational scale, with CRRC ranking eighth among global wind turbine manufacturers in 2025 after installing 8.9 gigawatts of new capacity in a market dominated by Chinese producers.24

However, Chinese renewable hardware represents a highly competitive market featuring established specialists such as 金风科技 Goldwind, 远景能源 Envision Energy, and 明阳智能 Ming Yang Smart Energy, where aggressive price competition has compressed industry margins. CRRC operates as a scale participant rather than a market leader, earning lower margins on New Industry sales than on railway equipment. As a result, revenue growth in New Industry mechanically dilutes overall profitability, explaining why group gross margin remained flat at 21.38% in 2025 despite margin expansion in railway equipment.1

The principal exception within this segment is 株洲中车时代电气 CRRC Times Electric, a listed subsidiary producing traction converters, insulated-gate bipolar transistor (IGBT) power modules, and silicon carbide devices. After maintaining a Hong Kong listing, the unit completed a secondary listing on Shanghai's STAR Market in 2021.[^27] In 2025, Times Electric reported revenue of RMB 28.70 billion, up 15.23%, and net profit of RMB 4.10 billion, up 10.64%.25 The subsidiary holds strategic importance because power semiconductors represent a critical supply-chain bottleneck in electric transport and power infrastructure. Operating as an integrated device manufacturer—controlling chip design, module packaging, converter assembly, and system integration—Times Electric generates financial returns more characteristic of a technology component maker than a traditional heavy equipment builder.

The third pillar, 城轨与城市基础设施 Urban Rail & Infrastructure—covering metro cars, trams, monorails, and municipal engineering—generated RMB 42.09 billion in 2025. Revenue fell 7.37% year-on-year, though gross margin held at 19.81%.1 Municipal transit purchasing depends on local government budgets in China, which face fiscal constraints that have slowed new line approvals and project timelines. During the post-2025 annual results briefing, management characterized the urban rail market as steady rather than expanding,[^29] focusing on backlog execution rather than near-term demand growth.17 Until municipal finances recover, the segment functions primarily as a backlog-drawdown operation.

The smallest division, 现代服务 Modern Services—encompassing leasing, logistics, asset management, and trading—produced RMB 4.25 billion in 2025, up 1.11%, with a group-leading gross margin of 30.96%.1 Management has deliberately curtailed this segment in recent years to limit financial leasing liabilities and credit exposure. This strategic choice indicates disciplined risk management, prioritizing balance-sheet stability over leveraging financial services for short-term earnings expansion.

At the group level, top-line growth has remained steady. In 2025, consolidated revenue rose 10.79%. That trajectory continued into 2026, with first-quarter revenue reaching RMB 53.82 billion (up 10.57%) and net profit rising 10.66% to RMB 3.38 billion.26 In the first half of 2026, revenue reached RMB 131.68 billion (up 9.96%), while net profit grew 10.28% to RMB 7.99 billion.22 Net profit growth has begun to slightly outpace revenue expansion, indicating that margin gains in railway equipment are starting to offset margin dilution in New Industry.

However, two financial metrics warrant scrutiny. First, operating cash flow decreased 10.61% in 2025 to RMB 24.19 billion despite higher reported net profit,1 a divergence that often reflects extended payment cycles in capital-goods manufacturing. Second, capital efficiency remains constrained. CRRC's 7.70% return on equity reflects an extensive asset base, substantial working capital tied up in multi-year production cycles, and state obligations to maintain industrial capacity regardless of broader economic fluctuations.6 A 10% revenue expansion generated on a 7.70% equity return highlights how structural public-service requirements limit long-term equity compounding.

This dynamic underscores a fundamental strategic question: if domestic procurement structures cap return on equity, can international expansion provide the necessary margin relief?

VI. International Expansion & The Geopolitical Iron Curtain (2015–2024)

In February 2024, lawyers in Brussels and Qingdao prepared for an unprecedented regulatory step. The European Commission opened the first in-depth investigation in the history of its Foreign Subsidies Regulation, targeting 中车青岛四方 CRRC Qingdao Sifang — the same manufacturing facility that had partnered with Kawasaki to build the CRH2 two decades earlier.

The procurement contract itself was modest by CRRC's standards: twenty electric push-pull trains for Bulgaria's Ministry of Transport, bundled with fifteen years of maintenance, valued at roughly BGN 1.2 billion, or €610 million.27 As required by EU rules, CRRC notified the Commission of its bid. However, a preliminary review found sufficient evidence that foreign state subsidies were distorting the EU internal market, prompting the Commission to launch a formal investigation on 16 February 2024.27

Within weeks of the inquiry opening, CRRC withdrew its bid entirely.2829

That sequence — notify, face investigation, and withdraw — marked a decisive turning point for CRRC's international strategy. The Commission made no finding of wrongdoing and levied no fine. Rather, the investigation demanded detailed disclosures regarding the financial subsidies connecting a Chinese state enterprise to its government. CRRC chose to forfeit a €610 million contract instead of opening its financial records to European regulators. The strategic implication was clear: management judged the exposure of state support mechanisms as more costly than losing the contract, signaling to European procurement officials and global investors that regulatory transparency remains an major hurdle.

In North America, legislative barriers proved even more direct. The U.S. National Defense Authorization Act for fiscal year 2020, enacted in December 2019, banned the use of federal transit funding to purchase rolling stock from Chinese state-owned enterprises. The law included a two-year phase-in period and grandfathered existing contracts, allowing transit authorities in Boston (MBTA), Chicago (CTA), Los Angeles (LA Metro), and Philadelphia (SEPTA) to proceed with pre-existing orders.30 Since then, CRRC has been effectively shut out from competing for federally funded U.S. transit contracts.

The MBTA procurement serves as a case study in how CRRC's operating model performs within the American regulatory and political landscape.

In 2014, CRRC secured an initial $566.6 million contract to supply 284 Red and Orange Line subway cars for Boston's MBTA, undercutting rival bids significantly. To satisfy local manufacturing mandates, the company established a 204,000-square-foot assembly facility in Springfield, Massachusetts. In 2016, the MBTA expanded the order by 120 Red Line cars for an additional $277 million, increasing total volume to 404 vehicles.31

Originally set for completion in 2023, the project underwent a formal contract reset in 2024. In Indonesia, the Belt and Road flagship Jakarta–Bandung high-speed railway, branded Whoosh, operates CRRC trainsets adapted from the Fuxing platform following its 2023 launch. Passenger traffic grew steadily, rising 6.3% to approximately 5.1 million passengers in the first ten months of 2025 and crossing 12 million cumulative riders during its first two years of operation.37 However, project economics remain strained. On 8 April 2026, CRRC held its full-year results presentation in Hong Kong for institutional investors and analysts, followed by a second briefing on 15 April via the Shanghai Stock Exchange's roadshow platform.[^29] Presenting were President 王锋 Wang Feng, chief accountant Qu Xiaoli, board secretary Wang Jian, and an independent non-executive director.17 What distinguished the sessions was less the operational commentary than the executive introducing it: Wang had held the presidency for less than three weeks.

CRRC's executive suite has turned over twice in just over two years, illustrating how the enterprise is governed in practice.

孙永才 Sun Yongcai has remained the principal constant. A career rail engineer who rose through the CSR system, he became chairman in 2021 after serving as general manager, and was re-elected chairman of the fourth board of directors on 22 September 2025.[^47]43 Sun's public profile centers on technological self-reliance—focusing on critical component localization, the CR450 development program, and hydrogen and maglev research. Rather than a capital-markets-oriented executive, he functions as an engineer managing a national industrial asset, leaning toward state visits and technology showcases over investor briefings.

Beneath him, the presidency has seen frequent leadership changes. 马云双 Ma Yunshuang, who previously ran 中车青岛四方 CRRC Qingdao Sifang and possessed extensive high-speed trainset manufacturing experience, became president in February 2024 and an executive director the following month. Thirteen months later, on 20 March 2025, he resigned all positions—including executive director, president, and his seats on the strategy and nomination committees—citing a work reassignment.44 He was subsequently appointed director and general manager of 中国兵器工业集团 Norinco, the state defense-industrial group.45

This transfer highlights the underlying governance mechanism. Ma's departure was not driven by operational underperformance or competitive recruitment, but by a state-directed redeployment across strategic sectors mid-fiscal year. Senior state-owned enterprise executives operate as administrative cadres as much as corporate managers, making top executive positions at CRRC intermediate career steps rather than permanent destinations.

Wang Feng, born in 1973, assumed the post after joining CRRC's executive management as vice president in February 2024. After acting as head of accounting during the transition, he became deputy secretary of the party committee and president in March 2026, receiving formal board appointment on 27 March 2026, followed by his executive directorship in April.46 Wang built his career within the former CNR organization, holding executive roles at several northern locomotive subsidiaries, and concurrently serves as general manager of the unlisted parent, CRRC Group.

This dual role provides essential context for fundamental investors. CRRC Corporation Limited, the listed entity, is controlled by CRRC Group, which operates under the supervision of 国务院国有资产监督管理委员会 SASAC. Because the president of the listed firm also serves as general manager of its controlling shareholder, high-level corporate strategy is set at the group and state levels and executed via the listed company. On these criteria, management performance has demonstrated notable consistency. The company's 双赛道双集群 "two racetracks, two clusters" operational framework—pairing rail equipment with clean-energy equipment—has been maintained across reporting periods, matching segment financial disclosures.22

Regarding operational challenges, disclosure has been straightforward. The contraction in urban rail revenue was acknowledged directly, with management characterizing the segment as steady-state rather than expanding. When questioned about raw material price exposure during the March 2026 call, management noted that input costs comprise a minor portion of total expenses, limiting their direct impact on operating margins—a specific claim verifiable against future segment margin disclosures.47

Capital allocation practices highlight three main priorities.

First, research and development investment remains substantial. CRRC directed RMB 18.16 billion to R&D in 2025, up 10.69% year-on-year to represent 6.65% of total revenue. The company maintained an R&D workforce of 23,339 personnel—over 15% of total employees—and filed 5,581 patent applications during the year.171 R&D intensity remained steady at approximately 6% of revenue through the first half of 2026.22 This stable reinvestment rate indicates that engineering allocations are protected from short-term earnings management.

The 2015 merger of CSR and CNR fulfilled its primary administrative purpose by ending destructive price undercutting between state champions in international tenders, preventing the erosion of export contract value.

However, consolidating the two manufacturers did not alter the domestic market structure. Rivalry: low domestically, intense internationally, and severe in adjacent sectors. In mainline domestic rail, CRRC faces no commercial competition. Overseas, it competes against Alstom, Siemens Mobility, Wabtec, Stadler, and CAF in markets where high-value segments are increasingly restricted by regulation. In its New Industry division, CRRC competes directly against established Chinese wind turbine and energy storage manufacturers in a market characterized by intense price competition.

First, an activist would target the asset footprint.
