The megawatt titan
Huaneng Power International (HPI) trades as 0902.HK on the 香港交易所 Hong Kong Stock Exchange and as 600011.SS on the 上海证券交易所 Shanghai Stock Exchange. It is the flagship listed vehicle of 中国华能集团有限公司 China Huaneng Group Co., Ltd., one of the five central state-owned generation groups that emerged from China's power sector restructuring. It is, by installed base, one of the largest listed power producers globally.
The operating metrics reflect immense scale. At the end of 2025, HPI controlled 155,869 megawatts of generating capacity — roughly 156 gigawatts — spread across twenty-six Chinese provinces, autonomous regions, and municipalities, plus a wholly owned generation company in Singapore and an investment in Pakistan.1 Its domestic plants pushed 437.56 billion kilowatt-hours of electricity onto the grid during the year, alongside 335 million gigajoules of heat delivered to industrial and municipal customers.1 To put that volume in context, HPI alone generates more electricity in a single year than most European nations consume.
The core paradox
Yet beneath that scale lies a sharp structural volatility. In 2021, the company recorded a net loss of RMB 10.6 billion.7 By 2025, net profit reached RMB 14.4 billion under PRC accounting standards, generating a weighted average return on equity of 19.04%.1 The underlying physical generating assets remained largely unchanged. What shifted was the cost of coal and, more fundamentally, the regulatory framework governing power tariffs in China.
This dynamic illustrates the central paradox of HPI. As a thermal power operator without captive coal mines, the company was historically exposed to buying fuel at market prices while selling electricity under state-regulated or capped tariff structures. For decades, that structural mismatch turned the utility into a high-beta proxy for the thermal coal cycle. Beginning in 2024, however, Chinese regulators introduced a national capacity payment mechanism, providing fixed annual compensation to coal-fired plants for maintaining grid availability regardless of actual dispatch volumes.9 That regulatory evolution altered the asset profile, establishing an annuity-like revenue floor under a historically cyclical cash flow profile.
Concurrently, HPI has pursued a large-scale capital deployment into clean energy. Low-carbon capacity — comprising wind, solar, gas, hydro, and biomass — reached 41.01% of total installed capacity by year-end 2025, representing an increase of 5.19 percentage points over twelve months.1 Combined wind and solar installed capacity surpassed 44.66 GW.12 While this transition represents a substantial physical reallocation of capital, it also exposes the business to market dynamics where renewable power prices face downward pressure.

Picture Guangdong in 1993. Factory owners ran diesel generators in their yards because the electrical grid could not keep pace with industrial demand. Provincial authorities rationed power on rotating schedules, while foreign joint-venture managers cautioned headquarters that electricity shortages were capping manufacturing growth across China.
In the late 1980s and 1990s, China faced a straightforward, severe constraint: economic expansion far outstripped generation capacity. Electricity was administered by the Ministry of Electric Power (电力工业部), later consolidated into the State Power Corporation (国家电力公司) — a vertically integrated monolith that controlled generation plants, transmission lines, grid dispatch, and tariff schedules. The agency operated simultaneously as market builder, system operator, and regulator.
Vertical monopolies can build effectively when capital is abundant and mandates are clear, but they struggle to scale rapidly under severe capital constraints. In the 1990s, China lacked the domestic capital required for massive infrastructure expansion. This deficit created the imperative for Huaneng: the government required a corporate vehicle capable of accessing international capital markets to import equipment and construct modern domestic power infrastructure.
Document No. 5 and the birth of the Big Five
The major structural overhaul occurred in 2002, when the State Council issued the Scheme for the Reform of the Electricity Industry, known as Document No. 5 (5号文件). The primary reform separated power generation from transmission grid operations — severing 发电 from 输电/电网.4 The State Power Corporation's transmission assets were reorganized into two regional grid operators, 国家电网有限公司 State Grid Corporation of China and 中国南方电网有限责任公司 China Southern Power Grid. Its generating assets were divided among five state-owned power groups:

The theoretical framework followed standard market design principles: introduce competitive dynamics into power generation while maintaining regulated monopoly structures for transmission grids. In practice, however, the resulting market dynamics evolved differently than standard commercial models suggest.
Competition for permission, not for customers
The Big Five did not compete as rival merchant generators in an open market. Instead, they competed for administrative approvals — securing provincial project permits, grid connection quotas, renewable project rights, and annual dispatch hour allocations. All five groups share a single controlling owner in the 国务院国有资产监督管理委员会 State-owned Assets Supervision and Administration Commission (SASAC), which holds a 90.01% equity stake in China Huaneng Group, alongside a 9.99% stake held by the National Social Security Fund.1 Under this governance structure, inter-group competition operates within clear policy boundaries, eliminating standard commercial solvency risks or hostile consolidation.
Because the Big Five were established with comparable scale and identical mandates, each group pursued similar expansion strategies across the same target provinces. This symmetry contributed to periodic episodes of capacity overbuilding across the sector and produced uniform operational models across state generation groups.
Consequently, evaluating HPI's competitive position requires analyzing administrative positioning rather than standard merchant market dynamics. The company's underlying earning power depends on three primary factors: physical plant location, thermal efficiency, and regulatory execution. From its inception, Huaneng was assigned prime coastal assets, establishing major generating stations in high-demand, high-tariff provinces along the eastern seaboard, including Guangdong, Jiangsu, Shandong, and Zhejiang.
This coastal positioning provides a structural operational advantage. Coastal stations can source seaborne domestic and imported coal, lowering delivered fuel costs relative to inland plants dependent on rail freight. Positioned directly alongside industrial demand centers, these facilities minimize transmission line losses and grid curtailment risks. Furthermore, operating in economically robust eastern provinces grants access to higher commercial tariffs, while their scale and thermal efficiency historically secured higher dispatch hours under administrative allocation rules.
For equity investors, the key insight from the 2002 unbundling is that HPI did not win market share in an open competitive arena. Rather, it inherited the country's most advantageous generation geography, establishing a foundational footprint upon which three decades of subsequent capital deployment have been built.
III. Founding, Public Listings, and Domestic Thermal Expansion (1994–2007)
Huaneng Power International was incorporated on June 30, 1994.3 Four months later, in October 1994, the company executed an unprecedented transaction for a Chinese power generator: it issued 1.25 billion overseas-listed foreign shares in New York, packaged as American Depositary Shares trading on the NYSE under ticker HNP.3
This rapid progression from incorporation in June to a Wall Street debut in October highlighted the vehicle's foundational purpose. HPI was assembled as an international capital-raising conduit to fund domestic power infrastructure at a time when Chinese capital markets were still embryonic — the Shanghai Stock Exchange having opened just four years earlier.
Three exchanges, three investor bases
The company subsequently broadened its equity access through a deliberate sequence. In January 1998, HPI listed H shares on the Hong Kong Stock Exchange by way of introduction under code 902.3 In 2001, it floated A shares on the Shanghai Stock Exchange under code 600011, becoming the first Chinese power generator listed in New York, Hong Kong, and Shanghai simultaneously.3 This triple-listing established access to three distinct currency pools, investor bases, and regulatory regimes.
The US listing concluded twenty-eight years later. On June 17, 2022, HPI announced its intention to voluntarily delist its ADSs from the NYSE and deregister with the SEC, with its final trading day occurring on or about July 7, 2022.16 Management attributed the decision to low ADS trading volume relative to global H-share turnover, alongside the administrative expense of maintaining dual reporting compliance.16 While the exit coincided with broader geopolitical tensions surrounding Chinese state-owned enterprises, HPI cited liquidity and cost considerations, electing to maintain disclosure under the SEC's information-supplying exemption while remaining fully listed in Hong Kong.16
Decades of compliance across New York, Hong Kong, and Shanghai built institutional reporting habits uncommon among state-owned utility peers. HPI publishes quarterly PRC-standard financials, half-yearly IFRS results, hosts English-language investor calls, and discloses monthly and quarterly operating statistics — including on-grid generation volumes, settlement tariffs, and unit fuel costs. This disclosure discipline survived the NYSE exit and remains an asset for public equity investors.
Building the world's most efficient coal fleet
Capital raised from these equity offerings funded a large-scale buildout of domestic thermal power infrastructure. The technical showcase of this expansion was the Huaneng Yuhuan Power Plant in Zhejiang province. Construction commenced in 2003. On November 28, 2006, Unit 1 completed its 168-hour trial run as China's first 1,000-megawatt ultra-supercritical coal-fired generating unit. Units 2, 3, and 4 followed in rapid succession, commissioning four separate gigawatt-scale ultra-supercritical units within twelve months.17
Ultra-supercritical units operate at steam temperatures and pressures above the thermodynamic critical point, where water transitions directly into steam without boiling. Operating at these extremes improves cycle efficiency, allowing generators to extract more electrical output from each ton of fuel. In thermal power operations, this efficiency is measured by unit fuel consumption (供电煤耗), expressed in grams of standard coal consumed per kilowatt-hour of electricity supplied. By 2025, HPI's domestic thermal fleet achieved an average production unit fuel consumption of approximately 292 grams per kilowatt-hour, placing it among the most fuel-efficient large coal fleets operating globally.25
The simplest business model in the world, until it wasn't
During this expansion era, HPI operated under a straightforward commercial structure. Revenue equaled output volume multiplied by an on-grid tariff (上网电价) set by the 国家发展和改革委员会 National Development and Reform Commission (NDRC). Costs consisted of fuel, plant depreciation, and interest expenses on construction debt, with profit representing the residual. Crucially, while tariffs and annual dispatch allocations were determined by administrative policy, coal procurement was increasingly exposed to market pricing.
Between 1994 and 2007, rapid industrial electricity demand absorbed new generation capacity as quickly as it was built. High utilization hours and ongoing capacity additions offset rising coal prices, temporarily masking the structural risk of unhedged fuel costs.
HPI's early competitive advantage rested on three structural pillars: coastal plant locations with maritime coal supply lines, a generation fleet weighted toward large ultra-supercritical units, and priority positioning in administrative dispatch orders. These physical and regulatory advantages provided operational durability, though they also left the company exposed to future shifts in tariff policy and fuel cycles.
By 2007, HPI had established its capabilities in domestic thermal power development and operation. The strategic question facing the company was whether a utility focused on domestic coal plant construction could expand beyond its home market. In 2008, China Huaneng Group addressed that question by acquiring a power generation company in Singapore.
IV. The Overseas Gamble: Acquiring Singapore's Tuas Power (2008)
In late 2007, Temasek Holdings offered Singapore's three major power generation companies for sale: Tuas Power, Senoko Power, and PowerSeraya. The privatization scheme formed part of a broader market liberalization effort, designed to establish a competitive retail electricity market by decentralizing plant ownership across independent commercial operators.
The auction drew international interest from major infrastructure and utility bidders, including Macquarie, Marubeni, Hong Kong Electric Holdings, Tanjong, Reliance Energy, and GMR Infrastructure.5 Conducted in March 2008, during the initial phase of the global financial crisis, the sale coincided with a period when market valuations for infrastructure assets still reflected cheap capital and high debt availability.
China Huaneng Group secured Tuas Power with a winning bid of S$4.235 billion, or approximately US$3.01 billion, structured through its wholly owned vehicle SinoSing Power. Including net debt, the enterprise value reached roughly S$4.3 billion.5 The transaction marked Singapore's largest corporate acquisition since 2001, Temasek's largest divestment on record, and the biggest overseas asset purchase by a Chinese power generator up to that point.5 The deal closed on March 24, 2008.26
The parent buys, the listed company pays
For public shareholders of HPI, the critical structural detail followed immediately. One day after completing the purchase on March 25, 2008, China Huaneng Group signed a letter of intent to transfer SinoSing Power to its listed subsidiary. The parties executed a formal transfer agreement on April 29, 2008, and finalized the transaction on June 27, 2008. China Huaneng Group had committed US$985 million in equity to SinoSing Power; HPI absorbed that cost in full, settling US$788 million through debt assignment and paying the remaining balance of approximately RMB 1.572 billion in cash.6
Did Huaneng overpay?
Evaluated on financial multiples at closing, the acquisition carried a premium valuation. The transaction valued Tuas Power at approximately 13 times EBITDA and 4.3 times sales, based on fiscal year 2006–2007 revenue of S$2.28 billion and net profit of S$177 million.5 A multiple of 13 times EBITDA for a merchant power producer—an unhedged asset exposed directly to spark spreads between natural gas procurement costs and wholesale power prices—represented a high valuation across any market regime. Market observers highlighted that analyst estimates had pegged the combined value of all three Temasek utility companies at roughly US$4 billion, yet Tuas Power alone commanded three-quarters of that total.5 Subsequent purchases of PowerSeraya by Marubeni and Senoko Power by YTL further underlined the high price paid by Huaneng Group.
Management presented three primary justifications for the purchase: acquiring significant market share in a liberalized, hard-currency market; gaining international operating capabilities for the broader group; and establishing cash flows outside the renminbi that were decoupled from NDRC tariff controls. While market share and international expansion are standard corporate narratives, the currency and regulatory diversification ultimately provided the most tangible strategic value.
The eighteen-year scorecard
Over the subsequent eighteen years, the operational and financial performance of Tuas Power produced a mixed record.
Throughout much of its initial decade under HPI ownership, Tuas Power delivered muted returns. Capital additions across Singapore's power sector expanded overall reserve margins, compressing wholesale spark spreads. By 2021—even as international energy commodity prices began to rise—Tuas contributed a pre-tax profit of just RMB 163 million despite maintaining a 19.2% market share.7 Measured against an initial investment exceeding US$3 billion, the earnings contribution remained modest for more than a decade.
The trajectory shifted dramatically during the global energy supply disruptions that followed. By 2025, Tuas Power generated 10.541 billion kilowatt-hours, maintained an 18.3% share of the Singapore generation market, and reported RMB 18.711 billion in revenue along with total profit of RMB 2.110 billion.1 That represented a more than twelvefold expansion in earnings compared to its 2021 pre-tax profit of RMB 163 million, allowing an asset accounting for less than 5% of HPI's total installed capacity to make a disproportionate earnings contribution.
This performance history offers two distinct conclusions for equity investors.
First, from an underwriting perspective, the initial purchase price was high. Paying 13 times EBITDA for an unhedged merchant generator near the peak of a credit cycle carries significant structural risk, and elevated cash flows driven by geopolitical shocks years later do not retroactively validate the original acquisition valuation.
Second, the structural diversification—owning a hard-currency asset operating under a separate regulatory regime—provided genuine portfolio resilience. Tuas Power generated substantial foreign-currency profits during years when HPI's domestic coal-fired generation faced severe margin pressure from elevated fuel costs and regulated tariff caps. While this benefit was not readily quantifiable in early valuation models, it functioned as an effective cash flow hedge.
Whether this profit contribution remains sustainable remains an open analytical question. As Singapore's wholesale electricity tariffs normalize and Tuas Power's market share adjusts from 19.2% in 2021 to 18.3% in 2025, investors must evaluate whether recent earnings represent a cyclically peak level rather than a permanent structural baseline.17
That shift in international earnings coincided with a period when HPI's core domestic thermal business faced unprecedented operational pressures.
V. The Coal Squeeze, Tariff Reforms, and the 2021–2022 Crisis (2008–2022)
In September and October 2021, industrial facilities across more than a dozen Chinese provinces received emergency orders to curtail production. Some factories operated on two-day weekly schedules, street lighting was dimmed across northeastern cities, and municipal grids experienced widespread disruptions. Power rationing — 限电 — quickly became the dominant economic reality.
The crisis did not stem from a physical shortage of generating capacity; China possessed ample coal power infrastructure. Rather, thermal power generators faced economic conditions under which operating their plants meant incurring severe financial losses.
The underlying driver was a long-standing structural mismatch within China's power system. While thermal coal traded as a market-priced commodity, electricity tariffs remained strictly controlled. Coal producers sold fuel at prevailing market clearing prices, but power generators sold output under benchmark on-grid tariffs set by the NDRC. These tariffs were adjusted infrequently and conservatively to shield downstream industrial growth from energy cost inflation. Earlier attempts to establish a formal coal-electricity tariff linkage mechanism (煤电联动) failed to function effectively in practice, as cost pass-through mechanisms were routinely capped, delayed, or suspended during periods of rising fuel prices.
This regulatory asymmetry created a highly volatile profit profile across the value chain. During coal market rallies, upstream producers such as 中国神华 China Shenhua Energy earned record profits, while power generators absorbed substantial operating losses. Conversely, when fuel prices declined, generators captured temporary margin expansions before regulatory authorities intervened with tariff reductions. Over a complete commodity cycle, generators bore asymmetric downside risk while capturing limited structural upside.
The year the arithmetic broke
The structural flaw culminated in 2021. As global industrial demand recovered following pandemic disruptions, domestic coal production faced supply constraints from mine safety inspections, environmental enforcement, and industry consolidation, while coal import restrictions further constrained supply. Consequently, domestic thermal coal prices at northern ports surged to levels that made electricity generation cash-negative under administered tariff ceilings.
HPI's 2021 financial results provided a clear quantification of this structural vulnerability. Revenue rose 20.75% to RMB 204.605 billion, while total power generation increased 13.20% to 457.336 billion kilowatt-hours. Domestic utilization hours climbed by 314 hours year-on-year to 4,058 hours, with coal-fired units averaging 4,488 hours.7 By every operational volume metric, performance was strong.
Yet the company recorded a net loss attributable to equity holders of RMB 10.636 billion — representing a year-on-year earnings swing of 547% — producing earnings per share of negative RMB 0.81 and prompting management to suspend dividend payments.7
The divergence between operating volume and net earnings stemmed from a single input variable: unit fuel cost for power sales jumped 51.32% in a single year to RMB 316.36 per megawatt-hour, across 203 million tonnes of coal procurement.7 Despite controlling 118,695 megawatts of capacity and achieving high utilization, the utility suffered severe losses due to unhedged fuel cost inflation.7
This outcome highlighted a fundamental principle of regulated utilities: operational efficiency cannot offset a regulatory framework that prevents rising input costs from being passed through to output tariffs. HPI's high fleet efficiency provided minimal insulation against unhedged fuel price shocks.
Document 1439 and the widened band
The widespread power shortages catalyzed rapid policy reform. In October 2021, the NDRC issued Notice 1439, introducing market-based reforms to coal-fired tariffs. The policy established two key changes. First, it expanded the allowable floating band for coal-fired power tariffs around benchmark levels to plus or minus 20% — while removing the upper ceiling entirely for energy-intensive industrial consumers. Second, it mandated that all commercial and industrial electricity users purchase power through market-based trading (市场化交易), dismantling the legacy catalogue pricing structure.8
The operational impact on HPI was immediate. By 2024, the company's coal-fired trading tariff averaged roughly 13% above benchmark rates, lifting its average domestic on-grid settlement tariff to RMB 494.26 per megawatt-hour.1 The wider floating band enabled generators to pass through higher fuel costs more effectively.
However, Notice 1439 addressed tariff levels without eliminating volumetric earnings volatility. Because revenue remained tied strictly to generated energy volumes, the reform did not resolve an emerging structural issue: as renewable power expanded across the grid, thermal plants were required to run fewer hours while carrying full fixed asset costs. A facility operating for 3,000 hours rather than 4,500 hours must recover its fixed depreciation and debt service expenses over significantly fewer kilowatt-hours.
Addressing that structural challenge required a separate regulatory mechanism — an evolution that unfolded at the end of 2023.
VI. The Capacity Tariff & Dual-Engine Pivot: Thermal Backstop Meets Green Energy (2023–Present)
On November 10, 2023, the NDRC and the National Energy Administration (NEA) jointly established a capacity price mechanism for coal-fired power. Effective January 1, 2024, Chinese coal plants began operating under a two-part tariff framework.9
The fire station analogy
This regulatory shift serves as the structural linchpin of HPI's updated investment thesis.
Operationally, a modern coal plant functions much like a fire station: grid operators rely on its constant readiness rather than continuous output. Under China's legacy power regime, thermal plants were compensated solely for dispatched generation — akin to paying a fire department only when it fights a blaze. Under the two-part structure, generators receive an annual availability retainer for maintaining capacity, supplemented by a smaller variable payment when electricity is generated.
The policy established a national baseline reference for coal plant fixed costs at RMB 330 per kilowatt annually. Across 2024 and 2025, most Chinese provinces allowed generators to recover roughly 30% of that baseline through fixed capacity payments, while regions further along in their energy transition permitted recoveries near 50%. Beginning in 2026, all provinces were mandated to recover at least 50% of the reference cost.9 Funding is not drawn from state budgets; instead, grid companies fold the charges into system operating expenses and allocate them monthly across commercial and industrial power consumers in proportion to electricity usage.9 Captive, self-supplied power plants and non-compliant units are explicitly excluded from these payments.9
For HPI, which controlled approximately 92 gigawatts of coal-fired capacity at year-end 2025, a capacity payment stream scaling toward RMB 165 per kilowatt per year represents a substantial, contracted revenue floor. This stream accrues regardless of actual generation volume, converting a significant portion of the thermal fleet from a volatile commodity-spread business into an availability-based annuity. For equity investors, the policy represents the single most consequential regulatory de-risking event in the company's history.
However, two critical analytical caveats qualify this regulatory shift.
First, capacity payments function as a revenue substitute rather than a net windfall. Regulators restructured the overall revenue stack rather than layering fixed compensation on top of legacy tariffs, simultaneously exposing generation output to greater market competition. In 2025, market-based transactions accounted for 85.43% of HPI's domestic on-grid volume, with 100% of its coal-fired output sold into competitive markets.1 Consequently, the company's average domestic settlement tariff declined 3.48% year-on-year to RMB 477.08 per megawatt-hour in 2025.1 In effect, the regulatory reforms established a firmer revenue floor while lowering the overall tariff ceiling.
Second, the capacity mechanism remains a transitional policy framework. On January 30, 2026, the NDRC issued updated guidelines on generation-side capacity pricing, effective retroactively to January 27, 2026. The policy confirmed the 50% minimum fixed-cost recovery for coal units, extended optional capacity payments to natural gas generation at provincial discretion, and set rules for pumped storage and standalone grid storage. Crucially, the guidelines signaled a longer-term transition toward a market-based "reliable capacity compensation mechanism" once continuous electricity spot trading matures.11 Administratively set capacity payments are designed as a temporary bridge to market pricing rather than a permanent guaranteed annuity.
The second engine, and why it is running hot
Alongside thermal reform, HPI has pursued an aggressive clean energy expansion aligned with China's dual carbon targets (双碳) of peaking emissions before 2030 and achieving carbon neutrality by 2060. Beyond the primary bear case, three systemic risks require continuous monitoring.
Fuel cost re-acceleration. Domestic thermal coal benchmark prices bottomed near RMB 580 to RMB 590 per tonne in early October 2025 before firming to approximately RMB 705 per tonne for Qinhuangdao 5,500 kcal coal by late December 2025.24 Management subsequently cautioned that fuel prices could experience a rebound in 2026.12 Given HPI's earnings sensitivity—where a RMB 10 per megawatt-hour shift in unit fuel cost impacts pre-tax earnings by approximately RMB 4 billion—fuel price movements remain the single largest near-term determinant of group profitability.
Refinancing exposure and funding costs. HPI maintained low short-term borrowing costs through 2025, issuing super-short-term commercial paper at coupons between 1.46% and 1.49%.1 However, maintaining a large debt portfolio dependent on continuous short-term refinancing leaves the balance sheet sensitive to domestic interest rate shifts. A sustained 100-basis-point increase in effective funding costs across a debt stack of this magnitude would represent a material earnings drag during an ongoing capital expenditure cycle.
Grid integration and transmission constraints. China's primary renewable resources are concentrated in northern and western provinces, whereas major electricity demand centers remain along the eastern coast. Connecting these regions depends on ultra-high-voltage transmission lines and grid-scale storage infrastructure developed and managed by state grid operators rather than power generators. Consequently, long-term asset returns on HPI's inland wind and solar installations remain reliant on external grid construction timelines and dispatch decisions.
From a governance and compliance perspective, external auditor 立信会计师事务所 BDO China Shu Lun Pan issued an unqualified audit opinion on the 2025 financial statements.1 Regarding environmental compliance, HPI completed its fourth-cycle carbon emission allowance settlement prior to year-end 2025 utilizing internal quota transfers and market purchases, while disclosing that free allowance allocations for the 2024 compliance period had tightened.1 As China's national emissions trading scheme continues to reduce free carbon allowances, compliance costs represent a gradual, long-term cost pressure across the company's thermal generation fleet.
XII. Analysis & Bear vs. Bull Case
Both arguments carry weight, and neither is decisive — the hallmark of a complex utility investment.
The bull case rests on three legs.
The downside has been structurally truncated. The RMB 10.6 billion net loss in 2021 occurred because coal generators operated without a fixed-cost recovery mechanism under capped tariffs.7 Operating rules now provide a widened 20% price floating band, full market-based trading, and a capacity payment mechanism scaling to recover at least 50% of the RMB 330 per kilowatt annual fixed-cost reference baseline starting in 2026.89 A loss matching the scale of 2021 would now require an extraordinary fuel price spike. For an equity historically defined by catastrophic downside risk, truncating that tail risk alters the risk profile regardless of immediate earnings growth.
The efficiency and cost-of-capital position is genuinely superior. A thermal fleet operating at an average fuel consumption of approximately 292 grams of standard coal per kilowatt-hour, located primarily in high-demand coastal provinces, supported by annual coal procurement of roughly 200 million tonnes and short-term debt financing below 2%, establishes HPI as a low-cost generator in a grid requiring dispatchable capacity.25121 As coal-fired generation gradually shrinks nationwide, operating the most efficient plants ensures priority dispatch positioning and extended plant life.
The mix shift is real and mechanically continuing. Low-carbon assets reached 41.01% of installed capacity by year-end 2025, expanding 5.19 percentage points over twelve months, while renewable output rose to roughly 12% of total generation from 9% a year earlier.112 Nationwide, thermal coal generation fell below 50% of China's total electricity output for the first time during the first half of 2026.22 If HPI maintains its clean energy trajectory and renewable project returns stabilize as mechanism-price auction rules mature, the earnings stream will gradually transition toward lower-carbon operations over a multi-year horizon.
The bear case is equally well-evidenced.
Tariff compression is the dominant trend and is not cyclical. Contracting segment net profit across wind operations despite capacity growth, fourth-quarter asset impairments totaling RMB 1.5 billion on new energy and gas facilities, and the phase-out of guaranteed tariffs under Document 136 indicate that marginal clean energy investments are struggling to earn their cost of capital.121310 Deploying heavy capital expenditure — funded in part by perpetual corporate debt classified as equity — into assets facing price erosion risks diluting per-share economic value even as total capacity expands.
Free cash flow is constrained despite record operating cash flow. Although operating cash flow reached a robust RMB 67.2 billion in 2025, capital requirements limit discretionary liquidity.1 Set against an annual capital expenditure program in the tens of billions of renminbi, a RMB 6.3 billion dividend payout, perpetual bond coupon distributions, and interest service across a RMB 611.8 billion asset base, true free cash flow remains tight.1
And the impairment question is not closed. Impairment risks remain across both thermal and renewable portfolios. If decarbonization mandates accelerate or capacity payments are diluted below the mandated 50% fixed-cost floor as spot markets develop, legacy thermal plants face potential asset write-downs. Conversely, if competitive auction tariffs continue to decline, newly constructed renewable assets carry write-down exposure. Having write-down risk across both core operating engines represents a distinct balance sheet challenge.
Where does that leave the "why win / why not" spine?
HPI's long-term investment case relies on three primary conditions holding true: thermal coal prices must remain moderate to preserve spark spreads; capacity payments must be sustained at or above the mandated 50% reference floor without regulatory dilution as spot trading expands; and renewable tariff realizations must stabilize at levels that cover marginal cost of capital under market bidding.
Conversely, the investment case falters if average settlement tariffs continue to compress by 4% to 5% annually amid ongoing capacity expansion, generating diminishing earnings per share relative to invested capital. Profitability will also face headwinds if administrative capacity payments transition into a competitive reliable-capacity market that bids down availability compensation, a shift explicitly anticipated in the NDRC's January 2026 policy directives.11
Ultimately, these key performance drivers depend on policy decisions rather than purely market-driven forces. Investing in HPI is fundamentally a judgment on how state regulators choose to compensate power grid reliability and finance physical asset reallocation through China's multi-decade energy transition. While HPI operates efficient plants and maintains strong market positioning, regulatory policy remains the decisive factor determining long-term equity returns.

One: unit fuel cost per megawatt-hour and the resulting thermal spark spread.
